Big Data 기반의 효율적 정부정책 수립방안에 대한 연구 = A Case Study on the Effective Establishment of Government Policy Using Big Data

As a lot of information is being produced and processed based on Internet, Internet usage and its frequency increased. The amount of information that is being created and accumulated is so gigantic that various businesses and specialized skills using Big Data emerged.

Currently, regardless of one’s intent, location, pathway, credit card payment, credit card bill, call time, searched words, and languages become one’s information.

Specialized companies that collect and process the information developed and generate profit through processing and providing the information.

Private companies utilize the information in their manufacture, sales, distribution, and follow-up management as well as in designing a new product and forecasting the demand.

State-owned enterprises that promote public interest and governments strive to use the big data that is collected through various routes to reflect the data in establishing and amending the policies. Therefore, the study on highlighting positive sides and diminishing or preventing negative sides using the Big Data and on extracting effective results by predicting the possible problems through reducing the cost and the period is required.

The study explores the cases where the Big Data was utilized in establishing government policies and induced positive outcome, the cases of foreign countries, and the ways to expand the scope of application of big data on government policies in Korea.

This study also examines the need to train professional workforce to continue longterm researches and to utilize the data that is accurately analized, the need to promote government policies exploiting Big Data to the citizen, and the need to ease the regulations and legal restrictions on collecting the data.

국문 초록 (Abstract)

인터넷을 기반으로 하여 많은 정보가 생성되고 가공되면서 이용하는 용도와 빈도가 많아졌다 단순히 많아지고 있다는 표현만으로는 부족할 정도로 실로 엄청난 양의 정보가 생성 축적되고 이를 활용한 다양한 기업,전문적인 기술 등이 등장하고 있다.
현재의 정보는 본인이 의도하던지 의도하지 않던지 불문하고 위치, 이동경로, 신용카드의 사용처, 카드사용내역, 통화시간, 검색단어, 언어 등 대부분이 정보가 된다.
이러한 다양한 정보를 활용하여 무엇을 할 것인가는 이미 정보를 수집하고 이용하는 전문적인 기업들이 등장하였고 정보를 가공하거나 공급하여 수익을 창출하기도 한다.
민간기업들은 제조, 판매, 유통, 사후관리 등에 활용하고 새로운 제조를 위한 설계, 수요예측 등에도 활용하고 있다.
공익을 목적으로 하는 국영기업이나 정부는 다양하게 수집된 빅데이터를 활용하여 정책에 반영하거나 정책을 수입하며 정책을 수정하는 등의 일련의 국가경영에 적용할 것인가하는 문제를 고민하게 한다. 빅데이터를 활용하여 긍정적인면을 확대하고 부정적인면을 줄이거나 예방하며, 예산을 절감하고 공기를 단축하며 발생할 수 있는 문제점을 사전에 예측하여 반영함으로서 효율적인 결과를 얻기 위한 방안에 대한 연구가 필요하다.
이미 빅데이터를 활용하여 정부의 정책에 반영하고 긍정적인 효과가 나타나고 있는 사례를 살펴보고, 외국의 사례를 함께 검토하여 우리나라의 정부정책에 빅데이터 활용을 확대하는 점에 관한 연구를 하였다.
장기적으로 지속적인 연구를 하여 더욱 정화하게 분석되는 데이터를 활용할 전문인력을 양성하고, 국민들에 대하여 빅데이터를 활용한 정부의 정책을 홍보하며, 데이터 정보의 수집 절차등에 대한 법적 제도적 제한이나 규제를 완화할 필요도 검토한다.
