    Recently, many local governments in Korea have been planning or introducing light rail transit, which has partly resulted in the renovation of public transportation and the revitalization of the local economy. However, there are also cities where the light rail transit once constructed is not actively used. Considering the large amount of public resources invested in the construction of light rail transit, even when there are operational difficulties, it is not feasible to stop operation immediately as the loss is astronomical. Therefore, local governments are making various efforts
    to revitalize their operations. Nevertheless, there is little related research on the revitalization of light rail transit in Korea.
    Therefore, the study on the factors to more activate light rail transit from the perspective of actual users seems to be highly meaningful. So, this study aims to determine the priorities between activation factors through empirical analysis of actual users of Yongin Light Rail Transit. Also, from the results, policy implications have been suggested by comparing and analyzing the priorities with previous studies.
    As a result of comparative analysis, it was shown that the same factors exert an influence at the access stage, waiting stage, and transfer stage equally in terms of the activation factors of the light rail transit users seen by moving stage. By contrast, different results were obtained at the boarding stage. Finally, as a policy implication of this study, it should be highlighted that it is more important to improve the physical aspects and software of the light rail transit than environment surrounding the light rail transit.
