이 연구는 정부가 2007년 3월 1일부터 시범운영 중인 개방형 자율학교가 당초 정부가 의도했던 제도 도입의 목적을 어느 정도 달성하고 있는지를 확인하여 제도 보완의 계기를 마련하기 위하여 실시된 것이다.이러한 연구목적을 달성하기 위하여 다음과 같은 두 가지 연구문제가 설정되었다.첫째, 정부가 개방형 자율학교의 도입취지를 실현하기 위해 설정한 개방형 자율학교 운영의 요건들이 도입 취지를 달성하기에 충분한 정도로 작동하고 있는가, 그리고 개방형 자율학교의 도입과정에서 제기되었던 학교 운영에 장애되는 요인들이 시범운영 과정에서 실제로 나타나고 있으며 그 정도는 어떠한지를 밝히는 것이다.둘째, 정부가 개방형 자율학교의 운영을 통하여 거두고자 기대했던 효과(학교운영권의 위탁, 학교운영의 자율권 확대 등에 따라 개방형 자율학교가 지향하는 교육과정 운영 및 교수-학습방법의 혁신, 전인교육의 실현, 중등학교의 교육력 향상, 입시위주 교육의 폐해 극복, 수요자의 만족도 증가 등)가 시범운영 과정에서 실제로 나타나고 있으며 시범학교와 인근의 지역학교간에 차이가 있는지를 밝히는 것이다.이러한 연구문제를 해결하기 위하여 개방형 자율학교를 시범 운영하고 있는 4개 고등학교와 인근 지역의 4개 공립 고등학교의 전체 교원과 학교별 1학년 각 2개반을 무선 표집하여 학생, 학부모 등 총 1,381명을 대상으로 설문조사를 실시하였다. 회수된 유효한 설문지 1,227부를 SPSS 12.0프로그램을 사용하여 분석하였으며, 그 결과는 다음과 같다.첫째, 개방형 자율학교에 근무하는 교원들은 개방형 자율학교의 운영요건들이 개방형 자율학교의 취지를 달성하기에 충분한 정도로 정상적으로 작동하고 있는 것으로 인식하고 있었다. 개방형 자율학교를 입안할 당시에 제기되었던 여러 가지 장애요인 중 구성원들의 도입취지에 대한 이해 부족, 교육 프로그램의 미흡, 교사의 전문성 부족 등의 문제는 당초 예상보다 크지 않았으나, 개방형 자율학교에 근무하는 교원들의 업무는 매우 과중하며 사기도 높지 않은 것으로 나타났다. 또한 학부모로부터는 입시위주교육의 요구를, 지역사회로부터는 입시명문 학교화의 압력을 받고 있거나 큰 부담으로 여기고 있는 것으로 나타났다.둘째, 개방형 자율학교의 도입 당시 기대했던 효과 중 교수학습방법 혁신 등 학교운영혁신의 효과가 크고 수요자의 만족도는 높은 것으로 나타나고 있으나, 전인교육의 효과에 대해서는 교원들과 학생, 학부모들 간에 큰 인식의 차이가 있는 것으로 나타났다. 또 입시위주 교육의 폐해나 사교육 감소 효과에 대해서는 인근의 지역 학교 뿐만 아니라 개방형 자율학교에 근무하는 교원들 조차도 큰 기대를 하고 있지 않고 있는 것으로 나타났다.이상의 연구결과는 학생과 학부모에 대한 개방형 자율학교의 도입취지와 전인교육에 대한 이해 교육, 학생을 위한 다양한 교육 프로그램의 개발·운영, 우수 교육시설의 확보, 교원의 전문성 향상을 지원하기 위한 연수 강화 등 보다 구체적이고 집중적인 제도 보완이 이루어져야 하며, 교원들의 과중한 업무 부담과 사기저하의 문제를 해소하기 위해서는 지원 인력의 보강, 인센티브 강화 등의 적절한 대책이 필요함을 시사하고 있다. 따라서 개방형 자율학교가 당초 의도한 도입취지를 제대로 달성하기 위해서는 이 제도에 대한 보다 종합적인 평가와 문제점 보완을 위한 정부 차원의 노력을 기울일 필요가 있으며, 개방형 자율학교의 확대 실시는 그 이후 검토하는 것이 바람직하다.

Since March 1, 2007, four high schools have been run by the Ministry of Education & Human Resources Development as model schools for the 'open autonomous' educational system. This study aims to identify how much these schools have achieved in terms of the primary objectives set by the government for the initiative stage, and to draw significant issues from the experiences of these pilot schools in order to improve the current system.Two research questions have been set to measure the achievements of this study: i) to examine whether or not the requisites of the open autonomous educational system are fully functioning to accomplish the objective of the open autonomous educational system, and check for signs of the pre-estimated barriers in the operation of the new system in the model schools and consider their significance; and ii) to examine and see if the expected effects predicted by the government have been realized in the pilot schools, i.e. consignment of school administration, innovations in curriculums and teaching & learning methods by expansion of autonomy in school management, holistic education, improvement of secondary education quality, settlement of problems in the current secondary education system which has oriented on college entrance examination, enhancement of users' satisfaction, etc., and measure its impact by comparing the effects of the pilot school with adjacent schools.For the comparison, four public high schools located in the same areas of the model schools were selected. Surveys were conducted on three subject groups: i) all teachers of the 4 model schools and 4 comparison schools; ii) freshmen students of two classes at each school, and iii) their parents. 1,227 subjects among the 1,381 survey recipients answered and the SPSS WIN 12.0 program was used to make all statistical analyses.Major findings of the study were as follow:First, teachers in the open autonomous schools agreed that the requisites of the open autonomous educational system have functioned sufficiently to achieve its primary objective. Among the predicted obstacles, the participants' lack of understanding on the purpose of the new system, insufficiency of educational programs, and low expertise of teachers turned out to be less serious than expected. On the other hand, teachers of the open autonomous schools were overburdened with the workload and had a low sense of morale. Also, teachers were pressured by the parents' requests for a school system with a college entrance exam oriented curriculum, and at the same time, the local community's request to grow into a prestigious school with a large number of graduates entering good colleges.Second, the effort to renovate the school system through innovating teaching methods and the learning system turned out to be quite effective as desired. Users also showed high satisfaction. There still remain, however, big gaps among teachers, students, and parents in evaluating the effects of the holistic approach to the education system. In addition, survey results revealed that teachers of all schools, including model schools, did not expect the open autonomous educational system to have much impact on decreasing private educational costs or solving the problems of college entrance exam centered secondary education.The above-mentioned findings suggested that the improvement plan for the current open autonomous educational system should be more specific and concrete; developing introductive programs that help students and parents to understand the objectives of the new system and education of the whole man, developing educational programs that meet the students' diverse interests; ensuring high quality educational facilities, enhancing training programs for teachers to acquire professional skills, etc.Furthermore, it is necessary to increase the number of staff and reinforce the incentive system to solve the problems stemming from excessive workload and low morale.To accomplish the objectives of an open autonomous educational system, the government should assess the performance of the new system achieved so far and endeavor to provide solutions to the identified problems before expanding the number of model schools.
