지역공동체 라디오와 지역대학의 역할

국문 초록 (Abstract)

이 논문은 지역 공동체 라디오의 설립을 위해 지역 대학이 할 수 있는 역할을 고찰하려고 한다. 이를 위해 먼저 이 논문은 전통적인 공영방송과 상업방송과의 비교를 통해 공동체 라디오의 특성을 검토하는데, 가장 중요한 특성으로는 기존의 방송 시스템과 달리 공동체 라디오에서는 공동체 주민들이 방송국의 운영과 프로그램의 제작에 직접 참여한다는 점을 들 수 있다. 또한 이 논문은 민주 사회의 핵심적 요소인 민주적인 소통과 관련하여 공동체 라디오의 합의를 논의한다. 다음으로 이 논문은 남미, 북미, 유럽, 아프리카, 아시아 등 세계 각국의 공동체 라디오의 역사적 사례를 제시하고 난 뒤에, 2005년 이후 한국에서 저출력 라디오 방송이 시험 가동되고 있는 현황을 살펴보고, 한국의 공동체 라디오의 발전을 가로막는 장애요인을 검토할 것이다. 이러한 맥락 속에서 결론적으로 공동체 라디오의 발전을 위해 지역 대학이 할 수 있는 역할을 논의하는데, 특히 현행의 유선 대학 방송에 배정되는 인력과 예산이 공동체 라디오를 위한 중요한 자원으로 활용될 수 있을 것으로 기대된다. 하지만 공동체 라디오가 그 특성에 적합하게 운용되기 위해서는 지역의 많은 공공 기관과 비영리 단체들이 참여할 수 있도록 해야 할 것이다.

다국어 초록 (Multilingual Abstract)

This paper attempts to elaborate what the local university can do to launch a community radio station, which is a rather new media form in Korean society. For this purpose, primarily, this paper considers the characteristics of community radio, especially in contrast to the public and commercial broadcasting media. The most significant characteristic of community radio is that community people themselves participate in the operation of the station and the production of programs. Also this paper discusses the meaning of community radio in relation to the democratic communication, which is an indispensible element of democratic society. Next, this paper presents the brief history of community radio over the several continents, such as South America, North America, Europe, Africa, and Asia. Then, this paper reviews the short history of Korean community radio since the start of low-power radio in 2005, emphasizing its current status and the barriers against its full blossom in Korean society. In this context, finally, this paper examines several resources which a local university could mobilize to overcome the barriers in the construction of a community radio. These resources may include the man power and financial allotment of university broadcasting which could be utilized for the operation of community radio. Still many other public institutions and non-profit organizations in local community should be called to participate in its operation and production so that it may be a community radio proper.
