    while 'Foster Home Care'is a main form of substitute service in Western developed countries for children who need out-of-home placement, 'Institution Service' is a general type in Korea.
    Since 2000, in Korea, Government has designated 'Relative Foster Home Care' In case youth-headed family children live with their relatives. In nongovernmintal dimension, 'Free Foster Home Care' is being operated by Korean Foster Care Association(KFCA) and Korean Welfare Foundation.
    This thesis is based on a survey conducted to foster parents in the form of free foster home care about their social welfare needs to take good care of foster children. These are categorized in economic, educatilnal and psychological needs.
    The analysis of 101 validity samples resulted in as follows :
    The expenses foster parents spend on foster children varide greatly according to children's age. 61.4% of foster parents replied they wantde to receive aid of monthly foster fee from \300,000 to \500,000. It can be satisfied when all foster children are designated as beneficiaries of Basic Livelihood Security.
    46.4% of Foster parents have educational needs like aid of private educational expenses and 17.5% of thoughtful consideration by school teachers.
    They expressed a preference for foster parents education especially concerning ways to cope with foster children's troubled behaviors.
    It confirms foster parents suffer from psychological problems the most. The psychological difficulties that they mostly experienced are anxieties about foster chileren's future and sense of responsibility to foster children. They expressed that their psychological needs are support from family members, consultation with experts and legal protection systems for foster parents in order. Given difficulties of upbringing one's real child, it sure is hard for them to foster a child - even though they volunteered to foster home care - who has totally different habits and has various problems resulting from experiences of family disorganization.
    As a result, the social welfare intervention for foster parents could be suggested as follows :
    It is necessary that their economic needs are satisfied with relations about governmental aid system for foster parents, foster fee, appropriate income deduction, Basic Livelihood Security Care to all foster children and aid of private educational expenses.
    It requires that their educational needs are satisfied with thoughtful consideration for foster children by school teachers and various ways to cope with foster children's troubled behaviors.
    What is required to satisfy psychological needs are mutual consent and pareicipation by all members of foster family, legal protection systems for foster parents, long-term case management plan. Much greater importance should be attached to psychological needs than other needs.
    In addition, re-examining the criterion for selecting foster parents, public relations about foster home care and intensive intervention by social workers are necessary in early days of foster home care.
