국민국가의 공간적 변용과 탈근대적 재구성: 공간정치의 관점에서 = Spatial Transformation and Postmodern Reconstruction of Nation-States: From the Perspective of Spatial Politics

It is difficult for humans to escape from the limitations of the specific time and space in which they exist. Therefore, if we pay attention to the change in the perception of time and space, we can grasp the change in the existence of humans and society. From this point of view, interest in space was overlooked because the modern order was formed based on the perception of time and space as ‘the primacy of time over space.’ However, since the mid-1990s, with the so-called ‘spatial turn’ as an opportunity, a tendency to newly pay attention to ‘space’ that has been overlooked in the field of social theory is spreading. In other words, with the prevalence of so-called ‘space discourse’, various social phenomena related to space, such as ‘space politics’, ‘politics of place’, and ‘politics of scale’, are being dealt with under the name of politics. However, there is a lack of interest in space in the field of politics that deals with political phenomena. In accordance with these concern, this article attempts to examine the spatial transformation of the nation-state in the late modern era from the perspective of ‘spatial politics’. Specifically, first, the causes and aspects of the spatial transformation of the nation-state are considered, paying attention to the development of mobility. Second, the change in perception of time and space according to the development of mobility and its meaning are analyzed. Third, it is considered how the modern order institutionalized by ‘representative democracy’, ‘citizenship’, and ‘national publicness’ is reconstructed according to spatial transformation.

국문 초록 (Abstract)

인간은 자신이 존재하는 시간과 공간의 제약에서 벗어나기 힘들다는 점에서, 시･공간의 구성이나 인식의 변화에 주목하면 인간과 사회 존재양태의 변화를 파악할 수 있다. 이런 관점에서 보면, 근대적 질서는 ‘공간에 대한 시간의 우위’라는 시･공간 인식을 토대로 형성되었기에 공간에 대한 관심은 소홀했다. 하지만 1990년대 중반 이후, 이른바 ‘공간적 전환(spacial turn)’을 계기로, 사회이론분야에서 ‘공간’에 새롭게 주목하는 경향이 확산되고 있다. 즉, 이른바 ‘공간담론’이 성행하면서 ‘공간정치’, ‘장소의 정치’, ‘스케일의 정치’ 등 공간과 관련된 다양한 사회현상들이 ‘정치’라는 이름으로 다뤄지고 있다. 하지만, 정작 정치현상을 다루는 정치학분야에서는 공간에 대한 관심이 부족하다. 이러한 문제의식에 따라, 이 글에서는 ‘공간정치’의 관점에서 후기근대에 들어 나타나고 있는 국민국가의 변용에 대해 고찰한다. 구체적으로는, 먼저 모빌리티의 증대에 주목하여 국민국가의 공간적 변용을 초래한 원인과 양상을 살펴보고, 다음으로 모빌리티의 증대에 따른 시･공간에 대한 인식 전환과 그 의미를 분석하며, 마지막으로 ‘대의민주주의’, ‘시민권’, ‘국가적 공공성’ 등으로 제도화되었던 근대적 질서들이 공간적 변용에 따라 어떻게 재구성되는가에 대해 고찰한다.
