이주민 문제의 정치적 탈이념화 = 미디어의 이념적 성향에 따른 이주노동자와 결혼이민자 프레임 분석(1990-2009)

국문 초록 (Abstract)

이주민과 관련된 수용국의 태도는 이념적으로 첨예하게 대립하는 사안이다. 일반적으로 보수적 성향의 행위자들은 이주민에 대해 부정적인 입장을 보인다. 보수적 이념은 근본적으로 안정을 추구하고 기존 질서의 유지를 꾀하기 때문에 이민 현상이 수용국 사회에 가하는 변화와 위협을 꺼리게 된다는 것이다. 그러나 이주민 문제를 둘러싼 한국사회의 다문화 담론은 이 같은 예측을 벗어나 있다. 보수정당인 새누리당이 헌정 사상 최초로 이민자 출신 국회의원을 배출하는 등 한국의 다문화 담론은 상당부분 보수진영에 의해 선점되었다. 한국처럼 혈통민족주의가 강한 나라에서 어떻게 이처럼 이민자에 대한 관대한 시선이 가능해진 것인가. 본 논문은 이 같은 문제의식에서 출발해 지난 20년간(1990-2009) 한국의 대표적 보수언론과 진보언론에 실린 이주노동자와 결혼이민자 관련 사설 및 칼럼의 프레임을 분석하였다. 그 결과 보수언론과 진보언론 모두 두 이주민 집단에 대한 우호적 시선이 지배적이었다. 이주노동자에 대해서는 진보언론이 보수언론보다 ?좀 더 우호적?이었고 결혼이민자에 대해서는 두 언론 모두 우호적 시선에 차이가 없었다. 특히 이주민 문제의 진단과 처방에 있어서도 언론사의 정치적 이념을 막론하고 이주민을 비난하는 내용은 소수에 불과했다. 본 논문은 이주민 관련 사안이 이념의 자장을 벗어나 있는 것을 인권담론의 확산으로 설명한다. 이주민 문제가 인류 보편의 가치인 ?인권?문제로 규정되면서 이를 반박하는 것은 상당한 도덕적 부담을 감수해야하는 일이 되었다. 그 결과 진보언론은 물론 보수언론 역시 이주민에 대한 인도적 처우를 호소하는 결과를 낳았다. 그러나 한편으로 이러한 온정적 시각은 피상적 담론에 머무를 뿐 구체적 방안이 언급된 경우는 드물었다.

다국어 초록 (Multilingual Abstract)

Political ideology is one of the major factors that affect attitudes toward immigration. In general, conservatives are less likely than liberals to support immigration due to their tendency to resist change and seek out stability. However, South Korean case deviates from this tendency. Conservative groups including the conservative Saenuri Party have been very supportive of multiculturalism and pursued policy agenda geared toward its promotion. This is even more counter-intuitive in that ethnic nationalism has long dominated race and ethnic relations in South Korean society. This paper analyzes 20 years’ worth (1990-2009) of editorials and columns from two Korean newspapers, one conservative and one progressive, and sees how the media representation of migrant workers and marriage immigrants, the two largest migrant groups in Korea, vary along the media’s ideological orientations. The results show that Korean media were predominantly positive toward migrants regardless of their ideological orientations. Negative perspectives, such as asserting that migrants disrupt social order, were limited to a small number. While the conservative newspaper was slightly less positive?but still not negative?toward migrant workers than the progressive one, the two media’s attitudes toward marriage immigrants were not differentiated. This paper explains the de-ideolization of the immigration issues with the diffusion of human rights norms. As globalization proceeds, global norms such as human rights influence political and discursive practices in the local context. As a result, humanitarian attitude toward immigrants became a norm in South Korea and accordingly domestic discourse around immigrants became centered on how to embrace and help them.
