한국사회 가구빈곤의 결정요인에 관한 다층분석

국문 초록 (Abstract)

본 연구는 빈곤 결정의 다차원성에 주목하여 한국사회 가구빈곤의 결정요인을 미시와 거시수준으로 구분한 통합모델을 구축하고, 이들 각각의 영향을 체계적으로 규명하고자 하였다. 이를 위해 미시수준 요인으로는 가구주의 성별과 학력, 취업상태, 가구유형 등 개인 및 가구 단위의 특성들을, 거시수준 요인들로는 한국사회 전반의 경제와 분배, 노동시장 상황과 인구구조 등을 반영하는 지표들을 상정하여 각각의 독립된 영향을 실증 분석하였다. 분석에는 1990년부터 2011년까지의 『가계동향조사』와 국가통계포털에서 제공하는 제반 사회지표들의 시계열 자료를 병합하여 활용하였고, 분석방법으로는 위계적일반화선형모형을 이용하였다.
분석결과는 다음과 같다. 첫째, 경제위기 이후 한국의 상대빈곤이 상당히 심화되었음을 확인하였다. 이러한 빈곤의 심화에는 경제성장의 둔화, 소득불평등의 심화, 노동시장 상황의 악화 등 제반 거시적 사회환경의 변화가 일련의 배경이 된 것으로 파악되었다. 둘째, 미시자료의 분석결과에서는 선행연구들에서와 마찬가지로 빈곤층에서 개인 및 가구의 취약한 특성의 보유율이 상대적으로 높은 것으로 분석되었다. 마지막으로 다층분석결과 한국사회의 가구빈곤에는 취약한 개인 및 가구특성 뿐 아니라 개인들이 통제하기 어려운 제반 거시적 사회환경 측면들에 의해 주요하게 결정되고 있음을 경험적 분석을 통해 확인하였다. 이상의 결과를 바탕으로 우리사회의 빈곤문제 완화를 위해 미시적 측면에만 초점을 둔 정책적 접근에서 탈피하여 사회환경 및 구조 개선과 같은 거시적 측면을 포괄하는 적극적 대응이 요청됨을 정책적 함의로 제시하였다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to investigate the determinants of household income poverty in South of Korea from the integrated perspective of the micro level and macro level. Micro-level factors are the characteristics of the individual and the household such as householder’s gender, education level, employment status, family type, etc. and macro-level factors are the characteristics of the country such as economic growth, income inequality, labor market conditions, population composition and etc. The source data are the merged longitudinal data derived from the “Household Income and Expenditure Survey” and various social indicators of Korea provided by the KOSIS(Korean Statistical Information Service) from 1990 to 2011. And the study utilized a hierarchical generalized linear model(HGLM) to simultaneously analyze micro level and macro level factors that might affect the poverty status of a household.
The results are as follows. First, relative poverty is getting worse after the economic crisis of the late 1990s in South Korea. Changes in the macro-social environment such as slowdown the economic growth, worsening the income inequality, and deterioration the labor market conditions, etc. has been identified as being closely related to the deepening of poverty.Second, according to the analysis by the micro-data, retention of the vulnerable characteristics of individuals and households were relatively high in the poor as in the previous studies. Finally, household poverty in South Korea that is determined by the overall macro-social and environmental aspects is difficult to be controlled by the individuals, as well as the vulnerable characteristics of individual and household. Consequently, the following policy implications can be suggested due to the results mentioned in the above. Poverty policies should move away from the approach focusing only on the microscopic side to the macro inclusive and active approach accompanying the environmental and structural improvements.
