This study aims to establish the concept of ‘Soft Infrastructure’ as an approach to address issues faced by urban waterfront spaces such as disaster vulnerability, environmental degradation, and limited public access, amid complex environmental challenges driven by climate change and urbanization. To complement the limitations of existing waterfront development principles a new waterfront planning is proposed with countermeasures that ensure environmental sustainability and resilience of the region. And this is from the recognition of the limits among urban waterfront spaces and port waterfronts which are skewed toward industrial, and more specifically logistics, function with rigid spatial structures therein protected by the hard infrastructure of disaster prevention.
Soft infrastructure proposed in this study is a strategic system that addresses complex urban problems and climate challenges, and forms a hybrid physical infrastructure combining nature-based elements and engineering technologies. The planning elements of this system comprehensively enhance the sustainability and resilience of waterfront and should be effective in disaster prevention, environmental protection, and social enrichment at the same time.
To build the framework of this concept, a case analysis at the project site, based on a holistic approach, and an analysis of prior researches on soft infrastructure were conducted. The key characteristics and their differences among the researches were compared in nominal components for existing infrastructure and organized comprehensively to systematize the principles of soft infrastructure. Based on this, soft infrastructure planning techniques and guidelines applicable to waterfront spaces were derived.
The targeted project area for the current waterfront space plan incorporating soft infrastructure is the Busan South Port area. Through literature review and field surveys, the baseline conditions were identified, while the waterfront space was divided into seven zones. The current status and issues were analyzed from the perspectives of sustainability and resilience. Problems revealed were such as degraded environmental quality due to industrial facilities occupying the waterfront; insufficient green space; fragmented water-friendly spaces and circulation systems; regional stagnation induced by local industrial decline; and high disaster vulnerability caused by low-lying topography and exposure to the open sea.
To further address these issues, this study applies previously derived planning techniques and guidelines and establishes a soft infrastructure plan. This renewal plan integrates environmental, social, and disaster prevention functions, focusing on nature-based elements. And they include green spaces (wetlands), pier structures, floating structures, and green bridges. Each of these element is designed to reveal a multipurpose public space supporting citizens' and tourists' leisure, cultural, and tourism activities during normal times, while also performs disaster prevention functions such as mitigating external forcings, reducing flooding, and protecting hinterland areas during a storm surge. The plan can also improve the public nature, accessibility, ecological environment, and landscape quality of the waterfront space. Transitioning to soft infrastructure shows in the design the potential for a resilient spatial structure capable of flexibly responding to rapid environmental changes through a multi-layered disaster prevention system encompassing both the waterfront and the water area.
In brief, this study: First, redefines soft infrastructure as the strategic system of the design, and hybrid physical infrastructure for planning waterfront spaces in response to complex environmental changes of climate change and urbanization, systematizing its conceptual characteristics through comparison with existing infrastructure. Second, proposes a multi-functional and adaptive planning for waterfront spaces, moving away from hard infrastructure-centered development. The renewal of the Busan South Port area is achieved by presenting a conceptual model showing how its waterfront spaces integrate sustainability and resilience through the adoption of soft infrastructure. Qualitative accuracy in this planning-centered research approach however, becomes the limitations of the study, pursuing only with a weak quantitative verification of the effects of soft infrastructure adoption, let alone its lack of concrete improvement measures in legal and institutional aspects. Future research should complement the effectiveness of soft infrastructure implementation utilizing quantitative analysis techniques and legal/institutional reviews.
