    This study has two objects. One is to compose the analysis framework for local councils’ performances in Korea, the other is to make this framework to be applicable practically in the Changwon°§Masan°§Jinhae City Councils.
    The analysis factors are attendance, questions of General Meeting and Standing Committee, attendance of Special Committee and Sub-Committee, ordinances, petition, request of materials, and local activities.
    The results of analysis are as follow. First, the level of their activities in the Councils is low. Second, each gap among the three Councils is wide. Third, each gap among the councillors’ performances is wide. Fourth, because the activities of the Council give the first consideration to the Committee, it is necessary for the committee to activate.
