유럽 분권형 대통령제에 관한 고찰

국문 초록 (Abstract)

저널리즘의 피상적 보도로 조성된 고정관념과 오해에 가려진 유럽의 ‘분권형 대통령제’는 이론적 조명과 분석이 학술적으로도 절실하다. 이 논문에서는 22개 유럽 주요국가의 정부형태, 분권형 대통령제의 역사, 현황. 구조와 작동원리, 운영경험과 관행들을 정밀하게, 그리고 포괄적으로 분석한다. 이를 통해 국가의 정부형태를 둘러싼 많은 고정관념을 해소한다. 나아가 초당적 ‘국가수반’ 과 당파적 ‘정부수반’이 외정과 내정, 비상국정과 평시국정을 나누어 관장하는 협력적 정부제도로서의 분권형 대통령제의 개념, 군주국과 내각제 및 중소 공화국과 분권형 대통령제의 내적 관계, 대통령제와 내각제의 ‘근사치’ 사이를 오가는 이 제도의 본질적 가변성, 국가원수의 권위보존ㆍ권력독점 극복ㆍ여소야대 해소ㆍ국가안정 등 장점과 효율성, 동거정부의 실상 등을 분석하고 규명한다.

In this article, the government systems of 22 main European states and the yesterday & today, the structure & working principle, and the experiences & practices of the European semi-presidential system become exactly and comprehensively analysed. Through this analyse, many misunderstandings about the European government systems and the semi-presidential system become dissolved. And the concept of the semi-presidential system as a cooperative government system in which the supra-partisan 'state head' and the partisan 'executive head' devide and manage the foreign policies and the domestic politics & the emergency politics and the daily politics, the inner relations of the monarchy and the cabinet system or of the bigger republic and the semi-presidential system, the essential variability of this system which comes and goes between the 'approximation' to the presidential system and the 'approximation' to the cabinet system, the advantages of this semi-presidential system etc. become brought to light.
