    Minor offenses play a crucial role in maintaining public order and ensuring the stability of local communities. However, existing research has primarily focused on qualitative approaches, resulting in a lack of empirical data analysis. To address this gap, this study analyzes minor offense enforcement data from the Daejeon Metropolitan Police Agency using the "Policing Matrix," an analytical model adapted from the BCG Matrix. The results reveal notable variations in the distribution and growth rates of offense types across administrative districts. Based on these findings, the study proposes the use of the Policing Matrix as a strategic policing tool to design region-specific enforcement strategies and to enhance the practical effectiveness of related legislation. In conclusion, this research contributes to the underexplored field of quantitative studies on minor offenses by combining empirical data analysis with a strategic visualization framework, and it aims to lay the groundwork for more effective and responsive policies in the prevention and control of minor offenses.
