민원서비스 민간위탁의 함의: 서울교통공사 고객센터 상담업무 질적 사례분석 = Implications of contracting out civil affairs services: A Qualitative Case Study of Seoul Metro Customer Center Counseling Service

국문 초록 (Abstract)

본 연구는 고객센터의 상담업무와 같은 민원서비스를 민간위탁할 경우, 어떠한 문제가 발생할 수 있는가에 대한 질적 사례연구이다. 연구질문은 “민원 서비스를 민간기관에 위탁할 경우, 일선 상담사들이 경험하는 과업환경은 어떻게 구성되며, 구성된 환경하에서 상담사는 과업을 어떻게 경험하고 대응할 것인가”이다. 서울교통공사는 서울 지하철 1~8호선을 운영하면서 민원서비스를 2007년부터 민간위탁하고 있다. 민간위탁에 관한 두 가지 이론적 논의인 1) 본질적 정부 기능과 공동(空洞) 정부, 2) 복잡한･단순한 재화(또는 서비스)의 민간위탁 시 함의에 관한 문헌을 검토하였다. 교통공사 고객센터에서 근무하고 있는 상담사와 관리자 15명과 교통공사 직원 1명을 개별 인터뷰하였다. 인터뷰 자료를 근거이론, 특히 지속적 비교분석 방법을 적용하여 분석하였다. 상담사들이 경험하는 상담업무는 정형화가 쉽지 않은, 전문성뿐만 아니라 교통공사 직원들의 협력이 필요한 ‘복잡한 과업’의 속성을 지니고, 개별 사안을 처리하기 위해서 재량권이 필요한 ‘민원서비스’의 양상도 지니고 있다. 특히 ‘복잡한’ 민원을 처리하기 위해서는 교통공사 측의 정보와 협력이 필수적이다. 고객이 요구하는 민원업무를 해결할 수 있는 적절한 권한이 주어지지 않고 교통공사 직원들의 협조도 원활하지 않아 과업을 완수할 수 없는 ‘딜레마’, ‘갈등’ 상황에 놓이게 된다. 이러한 자신들의 과업환경을 ‘중간에 낀’ 것으로 규정하는데, 이로 인해 과업수행에 어려움을 겪고, 고객들로부터 무시와 비난을 받게 되면서 무시와 억울함을 경험하고 있다. 이러한 상황하에서 심리적 스트레스를 받아 이직을 선택하게 된다. 이와 같은 위탁한 기관 차원의 처분이나 기관의 적극적 협력이 필수적인 ‘복잡한 업무’는 민간위탁에 있어 신중해야 한다.

다국어 초록 (Multilingual Abstract)

This study is a qualitative case study of the problems that may arise when a civil affairs service, such as the customer center counseling service, is contracted out. The research question is: “What is the task environment experienced by frontline counselors when a civil affairs service is contracted out to a private contractor, and how do counselors of the private agency experience and respond to the task under this environment? Seoul Metro, which operates the Seoul subway lines 1-8, has been contracting out its customer service since 2007. We reviewed the literature on two theoretical issues of contracting out: 1) inherent government functions and the hollow state, and 2) the effects of contracting out complex goods (or services). We interviewed 15 counselors and managers of the service center and one employee of Seoul Metro. The interview data were analyzed using grounded theory, specifically constant comparative analysis. The work experienced by the counselors is not only a professional task that is not easy to manualize, but also has the characteristics of a “complex task” that requires cooperation with Metro employees, and discretion in handling individual cases. In particular, in order to handle “complex” services, information and cooperation from the Metro is essential. If they are not given the proper authority to solve the customer’s requests, and the cooperation of Metro staff is not smooth, they are in a dilemma and conflict situation where they cannot perform their tasks. They define their work environment as “stuck in the middle,” which makes it difficult for them to perform their tasks and causes them to feel ignored and criticized by customers. Under these circumstances, they are psychologically stressed and choose to leave their jobs. This study implies that public agencies should be cautious in contracting out the “complex tasks” that require cooperation and discretion from the public sector.
