The study is aimed to review a basic theory of TOD, test the hypotheses about TOD elements, and to identify important policy strategies for the application of TOD in the case of Gwangju-Songjeong railway station area (GRSA) in terms of transport & urban planning. This study explores the effects of TOD and its application. It is oriented to the impacts of TOD on high-speed train station area and its application methods. This study was mainly conducted by a literature review of the research reports and papers, the analysis of secondary data, a questionnaire survey with experts and a statistical analysis of survey data. In detail, this study has explored, identified the elements of TOD application, and then reviewed case studies of TOD domestic and foreign. Emphasis has been placed on the major planning elements (variables) of TOD application in city, and the factors associated with TOD application. The existing literature on this subject was reviewed and the issues were identified. Based on the literature review, case studies of TOD application were examined based upon the secondary data from a transport and city planning perspective. An expert in-depth survey was conducted in Gwangju Metropolitan Area (GMA) to collect primary data required for research. Major elements of TOD application were explained and identified based on the empirical results of the survey. The research hypotheses set out Chapter 3 were tested against the results of the survey, and were largely supported by the findings and the analysis of structural equation modeling (SEM). The findings showed that there was a clear correlation between land use and public transport variables. TOD's independent variables (land use and public transport) were found to be the most major elements that had a positive effect on TOD dependant variables. In particular, complex land use, public transit and transport demand management (TDM) elements influenced TOD's independent variables significantly. The study identified that land use variable of TOD influenced public transport variable positively. The study might have important policy implications for TOD application at GRSA. It was suggested that complex land use, public transit and TDM are needed for consideration in the practical application of TOD at GRSA. The basic strategy for TOD application is to implement urban development by changing land use systems. It would result in increased use of public transport in urban area. Correspondingly, urban transport improvements should focus more on public transit-oriented system in Gwangju. Particularly integrated land use and transport planning system is identified as being the important and effective strategy to apply TOD at GRSA in planning phase. Important strategies for implementing TOD strategy need to be formulated. This means that lawful and institutional arrangements for the efficient TOD application must be considered by the central and local governments. The findings showed that complex and multi-dimensional land use planning should be adopted in the project of GRSA. High-density and mixed-use land use planning also need to be carried out, and it would lead to a compact city in GMA. In the light of these findings, this research constitutes an important step towards studying the TOD application strategy in a regional metropolitan City such as Gwangju.
