지적측량수수료 체계변화가 지적제도 운영에 미치는 영향 연구

국문 초록 (Abstract)

본 논문은 지적측량 개방에 따른 지적측량수수료와 관련된 이해관계자들의 입장을 조사ㆍ분석하여 이를 토대로 지적제도의 변화방향을 예측하고 제도운영에 미치는 영향을 제시하는데 그 목적이 있다. 연구결과 분야별 지적측량수수료체계에 대한 입장이 서로 상이하게 달랐으며, 개방업무에 대한 지적측량수수료를 규정보다 적게 받는 것에 대해서는 모두가 반대 입장을 보이는 이중성을 가지고 있었다. 그러나 업무수주를 위한 가격입찰제의 문제점을 인식하여 지적측량수수료 관련 계약지침이 시급히 마련되어야 할 것으로 연구되었다. 가격입찰제가 시행될 경우에는 경쟁으로 인하여 지적측량시장규모가 급격히 축소될 것이며, 지적측량업무가 국가사무임을 주장하기 어려운 문제가 예견되었다. 특히, 지적측량업무의 과다경쟁으로 대한지적공사의 재정이 약화되어 공익적 활동에 크게 위축되고 개방화로 인해 국가업무 위탁체계의 변화가 예상되었다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to predict the future direction of the cadastral system and to present the factors that influence the cadastral system management, based on analyzing points of views of stakeholder analysis considering the cadastral surveying market opening situation. From this research it is found that there is a big understanding gap between different parties. However, there are dual-attitudes that all the involved parties oppose to reduce the cadastral surveying fees. Therefore the cadastral surveying contracting guidelines should be arranged in the near future. It was predicated that the size of cadastral surveying market will be decreased with the introduction of price bidding system and there will be an controversy if the cadastral work is nation's mission. An excessive competition will lead the Korea Cadastral Survey Corporation(KCSC) financial difficulties and this will weak the KCSC public activities.
