민간위탁 단계별 영향요인에 관한 연구: 국내･외 민간위탁 연구에 대한 내용분석을 중심으로 = Content Analysis of Studies on the Factors Influencing the Phases of Contracting-out

국문 초록 (Abstract)

본 연구는 공공부문의 효율성을 제고하기 위한 정책수단론의 관점에서 민간위탁 결정에 영향을 미치는 요인을 파악하기 위해 2000년 이후 국내외 관련 연구논문에 대한 내용분석을 실시하였다. 학술논문 검색서비스를 통해 ‘민간위탁’ 관련 주제어로 22편의 국내논문과 53편의 국외논문을 선정하였다. 내용분석 결과 첫째, 위탁여부 결정단계에서는 다양한 경제적, 정치적, 행정적 요인이 작용하며, 수탁관리단계에서는 입찰과정, 계약내용, 내부저항의 문제가 중요한 영향을 미치는 것으로 나타났다. 위탁관리 및 사후단계에서는 성과평가와 관리감독, 그리고 종결 및 재계약에 관한 고려사항이 제시되었다. 둘째, 민간위탁에 따른 문제점 해결방안은 서비스유형에 따른 전략적 접근, 정보공유, 대리인 문제와 신뢰 구축, 계약내용의 명확화와 경쟁성 확보 등으로 요약될 수 있다. 셋째, 향후 연구주제로 서비스 유형과 민간위탁 성과, 민간위탁에 대한 기관 내부저항, 위탁 후 근로자의 작업환경 변화, 민간위탁의 효율성과 공공성 등을 들 수 있다.

다국어 초록 (Multilingual Abstract)

This study aims to explore testable hypothesis and variables on public management study through a survey of contracting-out research. A total of 75 articles, including 22 domestic studies, were selected by prominent journal searching services. Through content analysis, contracting-out is categorized in three phases: the decision phase, the contract phase, and the management and post-step phase. Factors influencing the decision phase are economical, political, and administrative. In the contract phase, there are the contracting process, the contents of the contract, and internal resistance. Lastly, performance evaluation, monitoring and management, and contract termination/renewal should be carefully considered. Solutions for the possible problems in each phase can be summarized into three perspectives: the environmental approach, the actor approach, and the contract approach. Several research topics are proposed for future research. These topics include: 'service type and performance,' 'the intensiveness of internal resistance and performance,' 'cost-reduction and work circumstance,' and 'the trade-off between efficiency and "publicness"' when contracting-out.
