<베버리지 보고서>와 21세기 복지국가의 새로운 방향 : 보편주의 원칙, 국민최저선, 사회보장 계획의 재검토 = The Beveridge Report and A new direction of the welfare state in the 21st century: A reexamination of the universalism, national minimum and social security plan

This paper examines the welfare state of the 20th century and seeks new alternatives while reviewing the core principles of the Beveridge Report, universalism, national minimum, and social security plan. First, we focus on the situation and political background of the time when the Beveridge Report was published, and look at the social risks that Beveridge defined as the "five great evils" and the social security system that was systematized to solve them. Second, we evaluate how ideological perspectives, such as liberalism and collectivism, influenced Beveridge's social security plan. In particular, it evaluates the characteristics and limitations of the universalism principles implemented in the British welfare state after the Beveridge Report. Third, we look at the inherent limitations of the Beveridge method and the process of Britain's transition to a selective welfare state due to the political, economic, and social situation at the time. Finally, while reviewing the theoretical and politic implications presented by the Beveridge Report, we seek policy directions to overcome the new challenges ahead of the Korean welfare state in the 21st century.
