1920년대 일본 노다와 조선 원산의 노동조합운동 비교: 노동학교, 소비조합, 어용노조를 중심으로 = A Comparison of Labor Union Movements in Noda, Japan, and Wonsan, Korea in the 1920s: Focusing on Labor Schools, Consumer Cooperatives, and Company Unions

This paper conducts a comparative analysis of the labor union movements in Noda, Japan, and Wonsan, Joseon, in the 1920s by the standards of the transnational trends in the labor union movements at the time. Taking national perspectives, existing studies have explained the labor movements in Noda and Wonsan as the resistance against emerging modern labor management and corporatist labor-management relationship and as a historical intersection of national and class struggles. In contrast, this article examines how transnational components in the interwar labor unions materialized in the Japanese and Korean labor movements, focusing on the local formations of worker education, cooperative movement, and yellow unions. The findings of this study are 1) in both places, labor unions provided more- than rudimentary education by incorporating labor-related professional courses in Noda and by instilling class consciousness in workers’ minds in Wonsan, 2) the consumer cooperative in Wonsan, where workers had a relatively high proportion of urban settlement, showed better performance than that of Noda, where employment took half-peasant- half-worker form, while the cooperatives in both places supported strikes rather than remaining as a politically neutral business, and 3) the Noda and Wonsan employers controlled their workforces by limiting the expansion of the labor union outside their business boundary and by granting a closed-shop contract to pro-company organizations. With this rare attempt in writing the transnational trajectories of the Japanese and Korean labor movements in the interwar period, this paper will contribute to expanding the comparative labor history in the field of East Asian modern history.

국문 초록 (Abstract)

이 논문은 1920년대 일본 노다와 조선 원산에서의 노동조합운동을 당시 세계 노동조합운동에서 드러난 일반적 경향에 비춰 비교·분석한다. 기존 연구는 노다와 원산의 노동운동을 일국적 시각에서 근대적 노무관리로의 이행, 협조주의에 근거한 새로운 노사관계로의 변화, 민족적·계급적 투쟁의 역사적 변곡점 등으로 설명했다. 이 연구는 당시 노동조합운동에서 초국가적으로 나타난 노동자 교육, 협동조합운동, 어용노조의 등장이라는 경향이 노다와 원산의 노동운동 에서 어떻게 구체적으로 전개됐는지를 살펴보았다. 그 결과 1) 노다에서는 노동관련 전문교육 과정으로, 원산에서는 노동자에게 직접 계급의식을 높히는 방식 으로 노동자 교육이 단순 기초지식 전파 이상의 역할을 했다. 2) 반농반공이라는 노동 형태가 주를 이룬 노다보다 정착형 노동자 비율이 높은 원산이 노동자 소비조합 운영에 유리했으나 양 지역 모두 소비조합이 정치적으로 중립적 사업에 머무르지 않고 노동조합의 파업을 적극적으로 지원했다. 3) 노다 사측은 노동자의 노조 활동을 자신의 기업 내에 제한하는 방법으로, 그리고 원산 자본가들은 자신들의 통제에 따르는 노동단체의 회원만을 고용하는 방식으로 지역 노동운동을 억압한 점을 알아냈다. 노다와 원산 노동운동을 당시 노동조합운동의 초국가적 흐름이라는 시각에서 비교한 본 연구가 동아시아 근대사 속에서 비교 노동사 부문의 서술을 풍부하게 하는 데 기여하기를 기대한다.
