2019 인력양성 연계형 지식공유사업

국문 초록 (Abstract)

지식은 혁신과 성장의 주요 동력으로 인식되며 20세기 후반 정보통신기술 혁명 이후 4차 산업혁명에 이르기까지 그 중요성이 더욱 강조되고 있다. 개발협력 분야에서도 지식은 물질적 지원 중심의 원조 한계를 극복하고, 파트너십 구축(partnership), 주인의식 제고(ownership), 역량개발(capacity development)을 이루어 개발효과성을 강화하는 핵심수단으로 인정받고 있다. 지식의 공유는 국가 간 개발경험을 상호 학습함으로서 긴밀한 파트너십을 구축하고, 지속가능개발목표(SDGs)를 비롯 국제사회의 개발 이니셔티브를 이행하는 수단으로 삶의 질 향상과 공동번영을 도모하고 있다.
한국의 교통 관련 정책과 기술을 협력대상국에게 체계적이고 전문적으로 공유할 수 있는 지식 프로그램의 개발에 대한 정부 정책자들의 요구가 급증함에 따라 체계적이고 전문적인 지식공유 프로그램의 개발이 필요하다.
본 연구의 궁극적인 목표는 글로벌 지식공유(KSP) 및 인력양성 프로그램의 체계적인 개발과 효율적인 실행을 통한 국내 교통전문가 양성 및 협력대상국들의 전문가 역량강화를 주도하는 것으로서, 구체적인 목적은 1) 교통분야의 체계적이고 전문적인 지식공유 프로그램 개발을 통한 한국 교통분야 지식공유 프로그램을 협력 국가에 전수하기 위한 재료로 활용하는 것, 2) 글로벌 인력양성 프로그램의 개발방향을 제시하고 국토교통 관련 기관의 지식공유 프로그램 수행을 통하여 글로벌 전문가 양성 교육 및 교육훈련의 플랫폼의 기반을 다지는 것, 그리고 3) 한국교통연구원에서 수행한 국가 교통물류 계획 및 정책을 국제적으로 공유할 수 있는 지식공유사업의 플랫폼(platform)의 기반을 구축함과 동시에 체계적인 인력양성 프로그램 개발을 통해 한국교통연구원의 국제적인 위상 강화뿐만 아니라 국가 차원에서 교통물류산업의 해외진출을 선도하는 것이다.

다국어 초록 (Multilingual Abstract)

As knowledge is recognized as a main motivation of innovation and growth, the importance of knowledge has been reinforced during the current Fourth Industrial Revolution era. There is no exception in international cooperation projects either, where knowledge is understood as a core tool in strengthening the effectiveness of official development assistance (ODA) to achieve partnership, ownership, and capacity development.
The Korean Government launched a knowledge sharing program (KSP) in 2004 in order to share Korea’s knowledge and experience on economic development with other countries in response to a request for cooperation and contribution to the co-prosperity of international society.
The purpose of the project is to systematically develop and efficiently operate the KSP in the transport field and develop human resources for internationally and domestically improving transport and logistics industries. As a first step for achieving the purposes of the project, an ‘HRD connected KSP’ was terminologically defined through literature reviews. Current policies and studies on ODA in transport and logistics fields are also collected and reviewed.
Secondly, improvement strategies of transport and logistics in HRD connected KSP are suggested based on implications from literature reviews of ODA in transport and logistics fields.
Thirdly, action plans for improvement strategies of transport and logistics in HRD connected KSP are suggested by CBP and the policy advisory program (PAP).
Finally, two types of programs, CBP and PAP, were conducted in 2019 by the research team and were summarized and evaluated.
In order to systematically, efficiently, and sustainably carry out improvement strategies, strong polices such as 1) fostering experts, 2) securing enough financial resources, 3) building a platform for HRD connected KSP, 4) building organizations and institutions, and 5) building an online system for KSP are needed.
