아동관련 종사자에 대한 아동권리교육 현황 및 개선방안-아동권리교육의 제도화를 중심으로- = The Current Status of Child Rights Training for Persons Who Work with or for Children and Proposal for Improvement -Focusing on Systematization of Child Rights Training-

다국어 초록 (Multilingual Abstract)

This study, which mainly focuses on ways to systematize children’s rights training by the suggestions of reform measures, aims to raise awareness of children’s rights and empower the capacity of those who work with or for children when they implement their job. Those who work with or for children are classified into seven categories in order to analyze the current status of training and identify problems. To raise the necessity of studying, the recommendations given by the United Nation’s Committee on Children’s Rights are described first, and then some cases of children’s rights ombudsperson's reports are introduced. For this study, data from government reports, statistics, and related literature studies including some web-sites are analyzed the current status of training and its problems are raised and reform measures are suggested. The results of this study showed that children’s rights training is inadequate in each sector. Hence, legislative measures need to be equipped to set a systemic educational foundation both in school and on the job training. Diverse strategies such as training programs, the supplementation of skilled trainers, public relations through mass media, and so on need to be developed.

국문 초록 (Abstract)

본 연구는 아동관련 종사자의 아동권리인식을 증진하여 각 분야에서 아동권리 이행 역량을 높이고자 아동권리교육 제도화를 중심으로 아동권리교육 활성화를 위한 방안들을 제안하고자 한다. 본 연구를 위해 아동관련 종사자를 7개 분야로 구분하여 유엔아동권리위원회의 권고사항 및 아동권리옴부즈퍼슨 보고서를 기반으로 아동권리교육의 필요성을 확인하고, 정부 보고서 및 통계, 관련 문헌 및 홈페이지 등의 자료를 통해 분야별 아동권리교육의 현황 및 문제점을 분석, 비교하고, 그에 대한 개선방안을 제시하였다. 연구 결과, 각 분야별로 체계적인 아동권리교육이 미흡하며, 입법적 조치 및 양성·직무과정을 통한 교육제도 기반 마련과 프로그램 개발 및 교육인력 확충, 홍보전략 등의 다양한 방안들이 필요한 것으로 나타났다.
