북한 아동영화의 창작적 특성과 남북교류 방향 = The study on the creative characteristics of the DPRK cartoon films and courses of the inter-change between South Korea and North Korea

다국어 초록 (Multilingual Abstract)

The animation industry of DPRK has an international competitiveness and it’ll be expected an essential project field of courses of the inter-change between South Korea and North Korea thanks to the experiences of the cooperative creation.
The inter-change of the animation between South Korea and North Korea can be an obvious index to classify their parts and it will have a noble field to create the synergy effects. First of all, the practical model of cooperation toward their mutual advantages to carry on the continuous cooperation and development between them.
For this point, the inter-change of the animation and cultural exchange has its value as a cooperative model to step up exchange from the field of economy through out the field of culture.
It is needed for DPRK to have a practical access that makes their economic interests in keeping up their political system and the inter-change between South Korea and North Korea should have a political symbol significantly within the limit of not to threaten their political system.
The government should establish the system of policy making and its operation has to be in charge of private sector for the inter-change of the animation between South Korea and North Korea.
The policy support will be need to promote the inter-change of the animation between South Korea and North Korea.
These are as follows.
1) founding an official organization of joint conference between South Korea and North Korea.
2) making an investigation into the status of DPRK’s industry of animation concerned.
3) expanding foundation through the cooperation of skills, human resources, and academic exchanges.
4) driving a cooperative production.
5) forming the mutual production of cultural contents.

국문 초록 (Abstract)

북한의 애니메이션 산업은 국제적 경쟁력을 갖추고 있으며, 남북사이의 공동 창작 경험도 있어 향후 남북 문화교류의 중요한 영역이 될 것으로 전망된다. 남북 애니메이션 교류는 남북의 분명한 역할 구분이 가능하고, 시너지 효과가 높은 분야이다.
남북교류의 지속적인 협력과 발전을 위해서 무엇보다 상호 이익이 되는 방향에서 실리적이고 실질적인 협력 모델을 찾아야 한다. 이런 점에서 문화콘텐츠 분야, 애니메이션 분야의 교류는 경제교류와 함께 문화 교류를 아우르는 협력 모델로서 의미가 있다.
남북교류에서 북한은 체제의 유지 속에서 경제적 이윤획득이라는 실리적 차원의 접근하면서 정치적으로 상징성이 높으면서도 체제에 위협이 되지 않는 범위 내에서 교류를 시행해 나가는 것이 필요하다.
남북의 애니메이션 교류를 위해서는 정부가 정책적인 지원 체제를 구축하고, 민간이 주도하는 형태로 진행되어야 한다. 당국에서는 남북애니메이션 교류를 위해서는 ‘① 공식적 차원의 남북 공동 협의 기구 구성, ② 북한의 애니메이션 유관산업이나 현황에 대한 실태조사, ③ 기술ㆍ인력ㆍ학술 교류협력을 통한 기반 확대, ④ 공동 제작추진, ⑤ 남북 문화콘텐츠 제작센터 조성’ 등의 정책적 지원이 뒷받침되어야 한다.
