The purpose of this study is to investigate which factors influence the teacher toward ICT utilization. To accomplish this purpose, we selected 336 people out of teachers of 3,248 elementary school special class teachers from all over the country, using proportionate stratified sampling. The conclusion of present study was as follows; 1. Teacher-efficacy influence recognition of ICT utilization importance but does not have relation and effect at ability of ICT use. Ability of ICT use available for explain the teacher-efficacy. 2. Recognition of ICT utilization importance is effected by ability of ICT use and ability of ICT use is effected by recognition of ICT utilization importance. But there is no relation as well as influence between recognition of ICT utilization importance and ICT utilization education. 3. The most important factor is teacher-efficacy and it is influenced by ability of ICT use.
