Buddhism is a religion that pursues Nirvana (涅槃 enlightenment) by living a life of wisdom and being content with less (少欲知足). From its earliest inception, the Buddhist order adopted the dual structure of renunciant monks and lay Buddhists, and maintenance of the order was possible with the offerings of both. Renunciant monks contributed nothing in terms of money or material but taught offered the dharma to the laity, and the Buddhist laity were encouraged to engage in just and proper economic activities to support the sangha through various donations (or ‘offerings’). Due to this complementary system of offerings, the sangha was able to maintain its organization as a 'consumer community'. In early Buddhism, the monastery system had already been established at the time of Sakyamuni Buddha through donations, and renunciant monks were permitted to live there communally. However, this communal lifestyle created many practical problems, so various kinds of precepts had to be continually created to address them. Communal monastery life naturally expanded through the offerings of lay Buddhists especially donations of propert). The temple economy grew, and the Vinaya Pitaka (Basket of Disciplines/Precepts) appeared. The pratimokṣa (婆羅提木叉, code of Vinaya precepts) provisions relating to possessions are gradually increased. The temple economy has risen from a religious, social and political perspective. On the religious side, there are thoughts of compassion and sowing the seeds of good fortune which often require money. In early Buddhist scriptures, Buddha taught householders (another term for lay Buddhists) to “justly and diligently” accumulate wealth, not only for themselves but also for the safety and peace of the community and the Sangha. There are three kind of donations/offerings (dana) mentioned: 1) offerings of material aid (財布施) 2) offerings of teaching the Dharma (法布施) 3) Non-abiding charity, charity with no set mind, or offering of blessing without expectation of return (無住相布施). As a rule, the donations offered by the lay Buddhists at the temple were managed common property by the renunciant practitioner order However, in line with the socio-economic changes of India, the donations were recognized as a legitimate product that individual lay Buddhist can possess. Gradually, the number of cases of transition to donation with compassion (淨施) which can be possessed individually was increasing. After the passing of the Buddha, a situation in which the Buddhist order broke out due to the problem of the renunciant's receiving money from lay Buddhist. Then it was also allowed for the renunciant practitioner order to make profits by capitalizing on the goods offered to stupa (塔物). In order to raise the necessary funds for the management of the temple or the Buddha work, the common ownership of the renunciant practitioner order and the lay Buddhist order was permitted. The profits thus obtained were used for the maintenance cost of the temple and the merit for attaining wisdom and Nirvana (資糧) to solve social poverty. After Buddhism arrived in China and Korea, the co-ownership principle between the Buddhist order of renunciant practitioners (四方僧伽) and the Buddhist monk of all practitioners (現前僧伽) would have been maintained. However, after China's Weijin (魏晉) era, the principle of temple joint ownership gradually collapsed as monks of the temple were given the privilege of being exempt from the compulsory labor tax levied by the government. In the middle and later period of the 5th century during the Northern Wei (北魏) Dynasty in China, the Buddha households (佛圖戶) and Sangha households (僧祇粟) were established in order to revitalize Buddhism, which was been devastated by political oppression. However, with excessive profits seeking Buddhist order, Buddhism was socially condemned. In the Korean records of history such as Goryeosa (高麗史 The History of Goryeo), in inscriptions, and in various collections of literature from the Goryeo Dynasty, it is apparent that Goryeo Buddhism participated in what today is called ‘loan sharking’, in addition to extorting land and labor, colluding in politics, and rebellion. Many cases and religious groups have been identified are recorded as corrupt. This was caused by the rituals in the name of the Buddha-work centered donation, such as the building of the temples, the repair, the stupas. Especially the practice of faith centered on events such as the Buddhist Lantern Lighting Ceremony (燃燈會) and the Festival of the Eight Vows (八關會) sponsored by government. It is undeniable that there is a critical awareness of the operation and economic scale of temples, such as loan-sharking business under the name of Buddha-work that profits. Even in the midst of the mid-Goryeo period, the appeal of officials who pointed out the economic damages caused by Buddhism after a large-scale temple constructions and the frequently installed and numerous Buddhist rituals (飯僧) even in times of financial exhaustion due to the disasters or wars. Goryeo's national finances and the economic scale of temples are very closely related. Since the land or manpower secured by the temples enjoyed the benefits of tax exemption and conscription exemption, the national finance became poorer as the economic power of the temples increased. In addition, various financial projects carried out by temples used as a means of loan-sharking business and exploitation, causing big social problems. The economic base of the monastery was land. When a new temple was founded, the land was donated, and the right to collect tax for the donated land was also provided, which became a great basis for temple finance. In the case of a temple's re-construction or repair, donations followed the cost of operating the temple in addition to the cost used for the construction. In the case of officials or private citizens who made donations to repair a temple, it was sometimes difficult for the temple to maintain its original character and financial status if the donations were inadequate and/or intermittent, in which case the temple would cease to operate. In addition, many temple buildings were made of wood which is vulnerable to fire and rot. These required maintenance and repairs on a regular basis. Many temples were also destroyed or damaged in wartime which required extensive repairs. The daily expenses and purchases necessary to support a monk or temple servant were also costly. During the period of the Mongol (Yuan 元 Dynasty of China) invasions which lasted about 40 year, the Yuan (元) Dynasty often demanded tribute, such as horses, salt, grain, etc. And in time of war or national crisis, temple servants and monks also had to supply manpower. Records of Goryeo's temples are highlighted by the government's support and protection, and temple finances are clearly recorded. But, it is evident in later records that “there are many empty temples in some villages.” This is because small temples were usually abandoned and the resident monks left. These empty buildings were then put to other uses. However, the following temples escaped that fate. The Unmun-sa Temple (雲門寺) was founded in the Silla period and operated on a massive scale until the beginning of the Goryeo Dynasty with government support. The Yechun Yongmun-sa (龍門寺), Yongam-sa (龍巖寺), and Yongsu-sa (龍壽寺) temples expanded rapidly due to political reasons during the Goryeo military regime. Some temples belonged to a centralized association (結社) of temples organized for the specific purpose of retaining power, and these temples secured tremendous financial power. One of these was Suseon-sa (修禪社) temple that managed large-scale farms with the support of the Goryeo military regime. According to Dongguk isangguk-jip (東國李相國集), Donginjimun-sayuk (同人之文四六), and other texts, there are records that provide a glimpse into the reality of small and medium-sized local temples. In some cases they were re-constructed as temples but then abandoned due to financial difficulties. Through these records we see that polarization in the financial aspect of temple operation strengthened as Goryeo progressed into late Goryeo.
