한국외교정책 결정과정의 관료정치적 이해

Korean foreign policy could have been adequately explained with a president or an international system and environments. But since 1990s, unfamiliar cases that cannot be explained by the president or the international system in Korean foreign policy have been appeared. In order to explain more properly these new phenomenon, which the outcome of Korean foreign policy is not in accord with the President's policy preference, this study adopts a bureaucrat as a participant of policy decision-making process and the concept of bureaucratic politics which had been usually excluded from the Korean foreign policy explanation. And the consequence of analyzing the Korean foreign policies in economy, inter-Korean relations, and foreign weapon acquisition areas is that the concept of bureaucratic politics also has a reliability and usefulness to explain the Korean foreign policy.
