위그선 도입을 통한 해양경비역량 강화에 관한 소고

국문 초록 (Abstract)

이 연구는 해양경찰의 위그선 도입 가능성 검토 및 효과와 도입에 필요한 인력 및 시설 마련 등 연구를 통하여 경비 및 수색구조 효율성을 높일 수 있는 방안 마련을 목적으로 한다.
위그선은 지면효과를 이용하여 수면 위를 날아다니는 비행체인 것은 분명하 지만 국제법적으로 선박으로 분류되어 있다. 그러나 아무리 낮은 고도로 비행 한다 하여도 항공기의 특성을 다수 보유하고 있는 위그선의 해양경찰 경비목적 상 활용되고 관련 산업이 활성화되기 위해서는 기체 안정성 확보, 관련인력 확보, 관련 인프라 확보 등의 문제가 선제적으로 해결되어야 한다.
해양경찰의 경우 이러한 활성화의 전제조건을 해결할 수 있는 내부의 인적 인프라와 전용부두 공간을 활용한 물적 인프라 구축도 용이하며 위그선 운영 관련 규제에 대하여도 자유로운 법적 측면으로 인해 그 운용상 큰 어려움이 없을 것으로 보인다.
위그선 사업을 현재 민간이 주도하여 이끌어 가고 있지만 사업의 첫 시행으로 관리감독 기관은 물론 수검대상 업체 역시 안전에 대한 담보를 위해 각종 안전 규제를 거쳐야 하는 문제가 있으나 해양경찰의 경우 관련법 상 규제대상이 아니므로 국가기관에서의 선제적인 도입 및 시범 운영이 관련 산업의 활성 화에 큰 기여를 할 수 있을 것으로 기대된다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to come up with measures to increase the efficiency of security and search and rescue at sea by way of studying on the possibility and effect of the introduction of the WIG vessel to the Korea Coast Guard and preparing human resources and facilities necessary for the introduction.
The WIG vessel is clearly a flying machine that flies on the surface of the water using ground effects, but it is classified as a ship by international law. However, no matter how low the altitude of such vessel is, the WIG vessel still has the characteristics of aircraft, so a issues such as securing aircraft stability, having related personnel and preparing related infrastructure must be preemptively resolved in order to be used for the purpose of coast guarding and be used for the related industry actively.
In the case of Korea Coast Guard(KCG), it is easy to build a infrastructure using KCG’s internal human infrastructure and exclusive dock space as a prerequisite matter. In addition, KCG is unlikely to have much difficulty related with the operation of WIG vessel because the regulations regarding a operation of WIG vessel would not apply to the KCG’s operation.
Although the WIG project is currently led by the private sector, the first implementation of the project requires fulfillment of various safety regulations for assuring the safety of the inspection target companies as well as management and supervision agencies, thus it is expected that the preemptive introduction and pilot operation by state agencies such as Korea Coast Guard will contribute greatly to the revitalization of related industries.
