MOBILIZING COMMUNITY ASSETS IN TOGO : 토고의 지역자산의 활용: 지방선거의 역할을 중심으로 :THE ROLE OF LOCAL ELECTIONS

국문 초록 (Abstract)

지역사회개발은 개발도상국의 주요 이슈 중 하나이다. 성공적인 지역사회개발 정책은 지역 자원 즉 사회적, 인적, 경제적, 정치적, 문화적, 환경적 자본 및 물적 자본을 잘 운용하는 것에 달려있다. 여기에서 지방선거는 해당 지역의 인적·물적 자원을 통제·운용하는 과정의 중요한 요소 중의 하나이다.
토고에서 지역사회개발 프로젝트는 많지만 지역 주민들의 생활환경 개선에 분명한 발전을 가져온 뚜렷한 결과물은 미미한 편이다. 지역사회개발 정책의 실패한 이유는 하향식 정책에서 비롯되었다. 지방분권은 지역사회개발을 촉진하기 위해 지역주민들을 참여 시킴으로써 지역 사회의 발전을 활성화 시키고자 한다. 현재 토고는 지방선거가 중단되지 25년이 지났으며, 그로 인해 대통령이 임명한 관료에 의해 통치되며 이는 지방정부 신뢰에도 영향을 미침과 동시에 지역개발정책에 있어서도 효과적으로 작용하지 못하고 있다.
따라서 본 연구는 지역사회개발에 있어 지방선거가 미치는 영향을 분석하기 위하여 미국, 프랑스, 한국과 토고의 대표적인 지역사회개발 프로그램에 있어 지방분권, 지방선거의 역할을 분석하였다. 특히 지방선거가 선출된 자치단체의 장에게 신뢰, 합법성, 책임성이라는 부분에 있어 구체적인 역할을 분석하였다. 이러한 지방선거 제도는 지방선거, 정당제도와 정당제도의 형성사이에서 지방과 국가 차원에서의 복잡한 연관성을 가지며, 지방선거는 지역과 국가차원에서 훈련과 가치있는 경험을 주는 기회를 제공하여 주민들에게 선택의 기회 및 합법성을 인지하도록 한다.
또한 지역선거는 신뢰와도 연관된다. 유권자들은 선출된 관리들이 투표전 약속을 지킬것이라고 믿어야 하고 또 그들이 열린 통치를 할 것이라고 믿어야 하기때문이다. 마지막으로책임성도 제공한다. 유권자인 지역주민들은 공익에 따라 충실히 일을 수행하지 못한 관리에게 투표할 수 있을 뿐만 아니라 또 선출된 관리에게 책임을 물을 수 있는 기회가 주어진 다는 것을 의미한다.
즉 이러한 지방선거를 통한 지방분권은 공적자금의 사용처, 지방정부의 지역사회개발에 대한 우선순위의 결정, 지역사회가 직면한 문제와 도전은 어떤방식으로 논의될 것인가 하는 다양한 문제들이 지역주민과 직접적인 관련이 있기 때문이다.
따라서 본 연구의 결과 지방선거가 지역에서 선출된 관리들에게 신뢰, 합법성, 책임성을 제공함으로써 지역사회 발전에 영향을 미친다는 것을 보여준다. 즉 지방선거를 통한 지역분권이 지역주민과 지방정부에게 참여적 방법으로 일할 수 있고, 그들의 환경 발전에 필요한 지방자원을 동원할 수 있는 방법이라 할 수 있다. 지방선거에서 선출된 대표들은 지역주민들에 대한 책임감을 생각하는 동시에 지역 주민들이 스스로 결정할 수 있는 권한을 가지고 있음을 알기 때문에 참여적 지역사회개발 과정으로 발전시킬 수 있다고 판단된다.

다국어 초록 (Multilingual Abstract)

Community development is one of the major issues in developing countries. Successful community development policies depend on good mobilization of local resources: social, human, financial, political, cultural, environmental and physical capital. In this process of mobilizing local resources, one important factor is local elections.
In Togo, community development projects are numerous but the results are little in terms of concrete improvement of the living conditions of the local populations. In part, the failure of community development policy comes from top-down policy. Indeed, decentralization aims to facilitate community development by facilitating the involvement of local people, so as to promote the participatory approach. However, decentralization takes time to be effective in Togo. Indeed, Togo has no more local elected representatives for more than a quarter of a century. Local governments are governed by entities appointed by the President of the Republic. As a result, it affects the confidence of local people in local government. Also, local governments are not very effective in the development policy of their territory.
The case studies point out that very often, local elections strengthen national democracy. Their results are indicative of broader political trends and provide important information about the preferences, concerns and attitudes of the population. Local elections attract much more attention from local populations when local populations do not feel strong influence of national parties and also when people feel that their concerns are often the concerns of local elected officials. Local elections can be very useful in enabling minorities to integrate into the political life of a country. There are also complex links between local elections, party systems and the formation of party systems at the local and national levels.
Local elections provide an opportunity to provide places of training and valuable experience for those aspiring to functions at the regional and national levels.
Election campaigns serve many functions, such as clarification of issues and policies, holding candidates to account, the communication of information between candidates and voters and offering the public choice of solutions to community problems. Local elections are a necessary but not sufficient condition for legitimacy. However, local elections are not enough to make a new elected official legitimate. He must speak and act in such a way that his constituents are afterwards convinced that he was right to vote for him. Hence, comes out the issue of trust.
Local Elections provide trust. Voters must be able to trust that elected officials will keep their campaign promises and they will participate in the free open governance, corruption. Candidates must be able to trust that if they lose a particular election, they will still have a fair chance to win the next (the concept of alternation in power).
Minority communities must trust that even if they do not win a majority of seats in the municipal council, their concerns will not be neglected and they will not be subject to systematic disadvantage by virtue of their status as a minority group. Local Elections provide accountability. This implies not only the ability of voters to vote on elected office officials who are not performing well in the public interest, but also the opportunity for elected officials to account for their performance in office. This includes explaining how public money is spent, what are the priorities of the local government are and how they are determined, and how the problems and challenges that the community faces will be discussed
In short, the findings of our studies show that local elections affect community development by providing trust, legitimacy and accountability to local elected officials. Only in this way can local populations and local governments work in the participatory approach and mobilize the local resources needed to develop their environment. Local elected representatives feel that they must be accountable to the people and the local people also know that they have the power to make decisions. Finally, we came up with recommendations to improve the community development process in Togo.
