자기주도적 학습을 위한 교육훈련바우처 제도에 관한 연구 = A study on the System of Education and Training Voucher for the Self-directed learning

국문 초록 (Abstract)

연구는 자기주도적 학습 지원 중에서 경제적 지원에 초점을 두고 그 일환으로서 외국의 교육훈련바우처 제도에 대해 소개하고, 문제점과 시사점을 도출하였다. 교육훈련바우처는 소비자의 선택에 대한 통제 정도와 관련하여 개인에게 최대한의 선택권을 부여하여 외부의 간섭이 전혀 없는 유형, 의무적이든 자발적이든 외부에서 제공되는 상담과 지원에 근거하여 선택을 하는 유형, 그리고 개인의 선택을 제한하기 위해 국가나 정부에서 상담과 지원을 의무적으로 제공하는 유형으로 구분된다. 다양한 운영 형태의 교육훈련바우처 제도를 통해 자기주도적 학습을 지원하는 경제적 지원의 예는 미국의 개인훈련계좌제, 영국의 개인학습계좌제, 그리고 일본의 교육훈련지원금제도가 있다. 각 국가는 운영에 있어서 다양한 형태를 보이기 때문에 한 가지 유형으로 제한할 수 없지만, 특징적으로 미국은 상담과 지원에 근거한 유형이며, 영국은 최대한의 개인 선택권이 보장되는 유형이며, 일본은 정부가 법에 의해 지원을 제한적으로 적용하는 유형이다. 본 연구 결과 교육훈련바우처 제도는 제공자에 대한 질적관리와 소비자의 선택을 위한 정보 제공이 매우 중요한 것으로 파악되었다.

다국어 초록 (Multilingual Abstract)

It is very important for the company and the government as well as individual to have accountability and facilitate self-directed learning for lifelong learning. The advanced countries have the education and training infrastucture to support individual learning. Generally, the resources necessary support self-directed learning by society are finance, time, and information. Furthermore, many people are more concerned with financial aid and information provision rather than time consideration.
This research focused on financial aid for self-directed learning. The types of voucher for education and training are related to the control of customer's choice. the approaches range from a highly structured approach to a true voucher approach. The first type is structured customer choice, the second type is guided customer choice, and the last type is maximum customer choice. But the approaches vary along the national situation involving the individual training account(ITA) in USA, the individual learning account(ILA) in UK, and the financial aid of education and training. Each nation operated apporaches under the itself conditions. But ITA has second type more than others, and ILA represent the maximum customer choice and japan get to structured customer choice based on the regulation. As result, It is the most important thing for the voucher to get the management of the quality of provider and the sufficient information for the choice.
