비정규직 고용확산에 따른 비서관련학과의 대응전략 모색 = Suggestion for Secretarial Departments in Colleges Coping with the Expansion of Contingent Employment

국문 초록 (Abstract)

기업의 노동시장 유연화 전략은 해고에 대한 규제를 완화하는 동시에 다른 한편으로는 고용형태를 다양화 시켰다. 그리고 이러한 유연화 전략은 전체 노동자의 절반이상이 비정규근로자라는 심각한 사회문제를 유발하였다. 특히, 비정규직의 문제는 여성들에게 더 큰 문제로 제기되고 있는 실정이다. 여성의 높은 비정규직 비율과 여성 직종의 빠른 비정규직화로 문제가 심각해지는 실정을 감안할 때, 여학생들을 비서직이나 사무직으로 진출시키고 있는 비서관련 학과들에게는 큰 부담이 되고 있다.
본 연구에서는 비서직과 사무직을 중심으로 조사ㆍ분석하여 비정규직 확산이라는 문제에 보다 적극적으로 대처할 수 있는 방안을 모색해 보았다.
먼저, 각종 이론적 자료와 통계자료를 활용하여 개념정의 및 고용실태를 분석한 후, 비서관련 전공자들의 고용현황과 사례를 실증분석 하였다. 또한 학과에 의뢰된 기존의 연도별 취업추천의뢰서로 비정규직 변화추이를 분석해 봄으로써 향후 변화정도에 대한 대응책을 연구하였다.
연구 결과 다양한 결과들이 도출되었으나, 특히 비정규직 전환이라는 변화에 따라 정기적, 지속적 재교육 프로그램을 추가로 개설하거나 업무 역량을 강화해야 할 필요성이 강하게 제기되었다. 구체적인 교육프로그램으로는 실무중심의 교육과 컴퓨터 관련 활용능력이 중요한 것으로 나타났다. 또한, 대기업이 중소기업보다 빠른 속도로 비정규직화 되고 있음을 알 수 있었다.
이러한 현실적인 문제에 대응하기 위해서는 학생 개인들의 노력이 우선되어야겠지만, 학과와 학회차원의 노력도 필요하다. 학과차원에서 학생들의 비정규직에 대한 인식을 전환시킴과 더불어 교육기간의 효율적 활용 및 기취업자들의 추수교육이 필요하다. 학회차원에서는 기업체의 제도개선과 비서관련 학과의 졸업생들에게 비서자격증을 부여하는 제도화 추진을 위한 적극적인 대책이 있어야 할 것이다.

다국어 초록 (Multilingual Abstract)

The problem of contingent workers is particularly critical to women. The high percentage of contingent workers in women and the rapid transition of temporary jobs are emerging as women's social problems. These problems are becoming big burden to secretarial departments that educate female students to get secretarial or clerical jobs.
This study surveyed and looked for actual strategies to cope with the expansion of contingent employment. Various results were derived from this study. It is suggested that the keen necessity of designing continuous re-education programs and reinforcing job skills in response to these trends. Education programs regarded as especially important were secretarial practices and computer skills.
In order to cope with these problems. students need to make efforts themselves first. Colleges and the academic society must take necessary actions. Colleges should resolve discontent with contingent jobs. Also they have to utilize the short educational period efficiently. Moreover, it is necessary to change students' perception on small and medium sized companies and give re-education to existing graduates. The academic society should carry on campaign to improve the organizational and personnel management system of companies and make efforts to encourage better business systems.
For better results, students. colleges and the academic society have to cooperate and make efforts altogether.
