Since 1960s, urban concentration of population due to extensive urbanization after economic growth along with industrialization was emerged as a major urban problem at that time and became a key political subject at the same time. In addition, from the beginning of 2000s, as urban arrangement method based on the living area was emerged by recognizing the limitation of arrangement project based on existing district unit, arrangement of existing city was started on a full-scaled basis. Among these, 'New-town Project' being emerged in 2002 based on district designation of demonstration new town by Seoul Metropolitan City as a starting point drew favorable nationwide response and it was activated by the opportunity of 「Special Act of Promoting Urban Rearrangement」in 2005. However, recently, due to stagnation of real estate market due to economic recession and limitation of public budget and capability by district designation based on excessive redevelopment, New-town Project is placed in a dilemma. In particular, in introducing 'District of Retention Arrangement & Management' recognizing 'Retention' in Renewal Promotion Area, already planned infrastructure arrangement is faced with a problem of the project promotion itself being brought to a deadlock due to limitation of public capability, compared with individual promotion district. As a result of this, relevant Retention-District was misunderstood as 'Abandoned area' and public complaint and lawsuit of local residents are likely to be raised and filed in reality. In addition, as this situation exerts an adverse effect on balanced supply of infrastructure, overall project is adversely affected thereby and various problems including potential movement of raising public complaint and lawsuit due to property damage of local residents are taken place.
Under this background, the objective of this study is to suggest a solution for the general problems through methodological consideration based on its optimal distribution by assuming a premise of securing infrastructure service of proper level through review of infrastructure in terms of living area as a part of deducing an effective alternative that may respond to those problems.
In this study, research was progressed through the following process.
First, limitation and necessity involved in Retention-Area and as a part of its solution, service level of infrastructure and combined development concept within district were established through analysis and realistic diagnosis of division and features of retention area within Renewal Promotion Area.
Second, as a part of securing infrastructure within Renewal Promotion Area, required infrastructure being applied to relevant project district was reviewed along with a task of securing infrastructure within Retention-Area.
Third, service level based on distribution of areal infrastructure of individual district unit through Service Level concept of infrastructure was estimated by dividing it into 3 stages including 'existing plan / current project progress / after applying added area to insufficient area of infrastructure in Retention-Area' and it was comparatively analyzed.
Finally, working mechanism and application method of Conjoint Renewal System within Renewal Promotion Area that may provide justification of infrastructure relocation between Promotion District and Retention Area based on Service Level were considered and its possibility was figured out through result analysis after actual application to research target area.
Based on this process, suggestion of a concept of infrastructure service level that may be called as a result of this study, methodology of combined development concept within Renewal Promotion Area and its application method would become one of alternatives that may eliminate infrastructure distribution problem in Retention-Area being confronted by Renewal Promotion Project of which driving force was considerably lost recently and additionally, it is expected that in a problem of progressing the project of Renewal Promotion Area due to lack of public budget and limitation of public capability, a method of future response and eliminating such problem would be provided as well.
