청소년복지지원법 개정법안의 주요 내용과 개정방향 = Main Issues of the Youth Welfare Support Act Reform Bill and the Proposal for the Amendment

다국어 초록 (Multilingual Abstract)

This study was conducted to explain main issues about the Youth Welfare Support Act Reform Bill(YWSARB) and suggest the amendment. In this article, we try to find the amendment direction of the Act by looking into YWSA. As a result, YWSARB was announced in advance by the National Youth Commission(NYC) on September 8, 2006. First, it is necessary that the NYC should investigate the reality of youth rights and promote human rights education. Second, the YWSARB should clarify the scope and definition of youth for particular supports and determine what and how to supports. As a matter of course theses supports should not overlap with the existing welfare system. Third, it complies with the times of the civil-government cooperation to encourage civil involvement by specializing youth welfare facilities and introducing a report system. Fourth, it is desirable to reform `educational guidance` into `support for resilience`. Fifth, it is necessary to support, investigate and evaluate youth facilities. The above measures have to be legislated considering that they are the least conditions to improve youth welfare.
