독서정책의 방향과 과제 -독서의 사회,문화적 작용과 정책화 = Direction and Task of Reading Policy Sociocultural effect of reading and It`s employing policy

다국어 초록 (Multilingual Abstract)

Reading is the base of the society to develop its knowledge and culture, so it is natural to take reading promotion as a national policy. The reading policy starts from finding a problem of reading phenomenon to improve such. It is necessary to have efforts to have attention to how reading is effecting in socioculture during the process of planning, implementing and evaluating reading policy. The reading policy has a weakness that cannot be clearly stands out as a policy compare to other policies of economy, welfare, and health. The frame to promote the policy is not strong enough, and the density of contents that constructs the policy is weak, too. For the reading policy, a national reading promotion policy that has a consistent policy target and policy measures is the representative one. However, in case of Korea, this policy only emphasizes the cause, but had weak realistic measures. Generally reading is playing a role as a means of policy of the other certain policy target, but in the future, this function of reading should gain attention. This is because the function and effect of reading as a means of policies of education, culture, and welfare, will gradually increase. To establish more effective reading policy, the study of how reading could socially and culturally have effect on and such usage should be strengthened. Moreover, the organic relationship between reading and other policies should be analyzed to allow the reading policy to have superior reciprocity compare to others. Also, discernment on rapidly changing reader environments and its policy reflection are required. In general national curriculum, the importance of reading should be clarified, each area of public culture, especially the value of reading in the future entertainment leisure society, needs to be harmonically developed, and preparation of future-oriented reading policy for readers who live in the multi literacy environment is necessary. Furthermore, creating the reading culture that allows the modern public to accept a classical reading in the modernized environment is another task of the reading policy.
