독서정책의 필요성과 지향 = The Necessity and Inclination of Reading Policies

다국어 초록 (Multilingual Abstract)

There is no collision between the spontaneity of reading and the planning-nature of policy. We have to put supports by policies to social reading phenomena because reading is a duty which everyone should execute and reading is a right which everyone should enjoy even if reading is hard to conduct. And it is difficult to make reading policies because there are not any beneficial groups and triggering devices for reading policies. But we can use the potential power of our citizens and the needs of the times for cultural prosperity. We have to set up reading policies on the standpoint to the pursuit of not industry or education but happiness. And we have to give more priority to reading policies than other policies and we should take not book-or library-centered but reader-centered viewpoint, and we should take not student-centered but adult-centered viewpoint when we make reading policies. In order to open so-called ‘policy window’ widely for promoting reading culture in our society, policy-oriented ideas should be settled into our mind first of all. And so we can develop good reading policies and then reading society can be come true.
