립스키(M. Lipsky)의 일선관료제 모형에 근거한 국민기초생활보장제도의 집행에 관한 연구

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to study practical implementation process of the National Basic Livelihood Guarantee System(NBLGS) based on theory of street-level bureaucracy(SLB) by Michael. Lipsky. To do this, I use the case study methodology and have two research topics. First, according to SLB model, I analyze implementation process of the NBLGS. Second, I review the meaning and limits of applying the SLB model for implementation process analysis of the NBLGS.
The results of the study showed, First, there are many problems in implementation process of the NBLGS. Second, SLB model as policy implementation analysis tool has a useful framework and limited side in certain parts. Accordingly, I present the current public social welfare delivery system has a very large problem and institutional improvement is needed.
