‘선량한 국제 시민성’과 보건외교: 대중동 지역(Greater Middle East)에 대한 튀르키예의 보건외교 정책 분석 = Good International Citizenship and Health Diplomacy: An Analysis on Türkiye’s Health Diplomacy Policy toward the Greater Middle East

국문 초록 (Abstract)

본 논문은 튀르키예의 보건외교 사례를 통해 중견국 외교 전략과 ‘선량한 국제 시민성(Good International Citizenship)’ 개념이 어떻게 실천되는지를 분석한다. 이론적 고찰을 바탕으로 대중동(Greater Middle East) 지역을 대상으로 한 튀르키예의 보건 인프라 구축, 의료인력 지원, 위기 상황 시 인도적 대응 등의 보건외교 활동을 검토하고, 이를 통해 튀르키예가 국제사회에서 책임 있는 행위자로 자리매김하려는 동기와 전략을 고찰한다. 본 연구는 중견국이 보건외교를 통해 국제적 기여와 외교적 위상 제고를 동시에 추구할 수 있음을 보여준다.

This study analyzes how the concept of “Good International Citizenship” is embodied in the Health Diplomacy of Türkiye as a Middle Power. Based on theoretical discussions, it examines Türkiye’s health diplomacy activities—including health infrastructure development, medical personnel support, and humanitarian responses in times of crisis—in the Greater Middle East region. The study explores Türkiye’s motivations and strategic approaches to being recognized as a responsible actor in the international community. The findings demonstrate that middle powers can pursue both global contributions and the enhancement of diplomatic stature through health diplomacy.
