      In this paper Data Envelopment Analysis (DEA) cross-section data and window analysis are used to determine the relative efficiency of leading 10 ports in the Middle and South Americans countries. The results of cross-section provide information for the overall time period. The panel data provide large details of performance analysis over a period of time. The cross-sectional data analysis shows that the average efficiency value increases from year 2000 to 2005, and the efficiency of four seaports is declined, while the other is rising from year 2004. On the other hand, panel data analysis explains that overall average efficiency of seaports from window 1 to window 3 is rising constantly except some ports. At the point of 2004, efficiency for most ports in window 4 is declining. This seems to imply that for increasing port efficiency, outputs should be encouraged to increase the scale of production; on the other hand, the inefficient ports with declining efficiency reduce their scale of operation to be efficient.
