중국 소수민족지역의 경제적 격차에 대한 분석 ― 소수민족거주 집중지역인 향촌과 한족거주 집중지역인 도시에 대한 비교를 중심으로

국문 초록 (Abstract)

소수민족지역의 경제적 격차는 줄어들고 있는가를 분석하고 확인해 보고자 하는 것이 이 논문의 연구목적이다. 연구목적에 부합하도록 소수민족들이 주로 거주하고 있는 소수민족자치현과 한족들이 주로 거주하고 있는 도심지역을 연구에서의 공간적 비교대상으로 하였다. 표면적인 경제적 지표로는 양 지역 간의 경제적 격차는 줄어들고 있는 것으로 보인다. 하지만 양 지역의 경제운용에 대한 보다 심층적인 분석의 결과는 사뭇 다르게 나타난다. 소수민족지역은 매우 생산성이 낮은 형태로 경제가 운용되고 있는데, 이러한 경제운용은 이 지역에 대한 계속되는 적자재정과 외부로부터의 막대한 자금유입으로 이루어지고 있기 때문이다. 이러한 경제운용이 계속된다면 소수민족지역의 경제는 도시지역과의 경제적 격차가 장기적으로 더욱 벌어질 수밖에 없고, 소득분배의 문제로 소수민족지역은 더욱 힘겨운 상태를 겪게 될 것이다.

다국어 초록 (Multilingual Abstract)

The purpose of this article is to check up on whether economic gap between ethnic minority’s rural area and ethnic majority’s urban area is shrinking or not. Spatially, ethnic minority is living in autonomous county, suburban area, and ethnic majority is in town, urban area. Economic raw data show us that the gap is not as big as before. The analytical result based on the raw data, however, leads us the opposite conclusion that the economy of autonomous counties is based on poor economic management. Deficit finance and capital accumulation are stimulating the regional economy and they can not ensure long-term progress of ethnic minority’s economy. The economic gap can be severe with income distribution problem unless the distorted economy is rectified.
