정부와 전문이익집단의 정책이해, 정치행태, 그리고 이익대변모형

국문 초록 (Abstract)

이 논문은 민주주의 이행 체제 하에서 정부와 전문이익집단은 어떠한 정책이해와 정치행태를 보이고 있는가를 분석함으로서 정부와 전문이익집단 사이의 이익대변모형을 도출하고, 이를 토대로 외국에서 만들어진 이익대변모형의 한국적 적실성을 발견하였다. 분석결과, 첫째로 정부와 전문이익집단은 자신들의 정책이 해를 표출하고 다양한 정치행태를 통하여 정부정책에 반영시키려고 노력하고 있는데, 여기서 특수이익들이 공익과 상충을 일으키면서 공익에 침투하고 있다. 둘째로 이익대변모형은 정부보다는 전문이익집단의 이해가 침투하는 집단이익침투적 정책네트워크모형, 즉 변형다원주의를 발견하였다. 셋째로 외국의 이익대변모형이 우리토양에 적실하지 않다는 점을 검증하였다. 이 연구에서 발견한 함의는 한국에서 정치과정과 정부와 전문이익집단의 정치행태를 이해할 수 있었고, 이익집단의 비교연구를 할 계기를 마련한 점이다.

다국어 초록 (Multilingual Abstract)

This paper analyses how government and expert interests groups appear to policy interests and political behaviour in the transformative system of democracy. It finds, not only the interests representative model between government and expert interests groups, but also the relevance of the foreign interests representative model of Korea. Results of the analysis are as follows: First, government and expert interests groups make efforts through selfish policy interests and various political behaviour. Special interests, then penetrates and conflicts with public interests. Second, the interests representative model finds a group interests penetrative-policy network model, or what is known as transformative pluralism. Third, the foreign interests representative model tests reveal that there is no relevance to a Korean environment. Implications of this research understands, not only the political process and the political behaviour of government and expert interests groups in Korea, but also arranges a moment of comparative research of interests groups.
