NGO-지방정부간 파트너십 인식에 관한 실증연구|RISS 상세보기

국문 초록 (Abstract)

지방분권 및 지방화에 따라 지역사회에서 지방정부와 NGO간 파트너십 구축의 중요성이 증가하고 있으나, 현실에서는 NGO 활동에 제약이 많다는 지적이 계속되고 있다. NGO참여 관련 제도 및 정책의 증가에도 불구하고 NGO 및 공무원은 파트너십 형성 및 구축에 대한 부정적 의견을 제시하고 있다. 이에 대해 NGO와 지방정부간 파트너십을 활성화시기 위해서는 두 집단간의 파트너십에 관한 인식과 운영의 양 측면에서 검토할 필요가 있다. 이에 본 연구는 경상남도를 대상으로 NGO와 지방정부간 파트너십에 대해 상호간에 어떻게 인식하고 실제 운영하는지를 분석하고 파트너십 활성화 방안을 모색한다.
본 연구의 분석틀은 인식관점에서 파트너십형성, 지역NGO 종합지원, 정보제공 및 획득을 보고, 운영관점에서 정책참여, 협력ㆍ연계, NGO 지원으로 구분하여 분석하였다. 연구방법은 NGO와 경상남도공무원 546명을 대상으로 설문조사를 하였으며, 분석내용은 SPSS 15.0 for Windows를 활용하여 빈도분석, 교차분석,t-test, 분산분석 등을 실시하였다.
분석 결과 첫째, 파트너십 인식 분야는 NGO와 지방정부간 파트너십 형성에 있어 두 집단 모두 인식이 낮고, NGO종합기관 필요성에 대해 공무원은 불필요하다는 의견이 상대적으로 많았으며, 정보제공 및 획득 용이성은 모두 부정적으로 인식하였다.
둘째, 파트너십 운영 분야는 두 집단 모두 현재 참여형태는 의제형성과정에 간담회ㆍ공청회ㆍ토론회 등의 의견제시 등의 참여방식이 많고, 협력ㆍ연계분야는 상담ㆍ교육ㆍ홍보ㆍ캠페인에 집중되어 있고, NGO 지원형태는 금전적ㆍ재정적 지원으로 나타났다.
이에 따른 정책적 함의는 첫째, 다양한 정책참여 통로 확보 및 참여단계 확산이다. 둘째, NGO가 정책 및 시책에 참여할 수 있도록 다양하고 유용한 정보공개 확대와 커뮤니케이션 통로를 확대할 필요가 있다. 셋째, 예산뿐만 아니라 교육, 운영, 활동에 대한 종합적인 NGO중간지원기구 설치가 필요하다. 넷째, NGO유형별 파트너십 인식격차 완화, 협력기회 및 분야의 확대가 필요하다.

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to suggest improvement strategy partnership between NGO and local government in Gyeongsangnamdo.
The methods employed in this study were frequency analysis, factors analysis, reliability analysis, t-test, ANOVA, and correlation analysis with SPSS 15.0 for Windows, using 546 samples collected from the NGO and officials in Gyeonsangnamdo.
To achieve this outcome, this analysis method used the following two factors; partnership perception(partnership building, NGO support organization, information), partnership operation(participation level, cooperation contents, NGO support).
Two key findings of the analysis is summarized as follows. First, partnership perception shows NGO/local officials have a negative perception on mutual partnership, NGO support organizations, and sharing information. Second, partnership operations show that they have similar operations about NGO participation types/level, cooperation contents, and budget support.
For reinforcing the partnership between the NGO and local government, four recommendations are suggested; to make process of participation and diffusion of policy participation stage, to open valuable information for NGO’s policy participation and communication, to establish an NGO intermediate support organization, and to give opportunity for extending steps about a cooperation between NGO and the local government.
