The purpose of this essay is to explain and compare the China’s system confrontation and the USA’s systems warfare they are developing, and to suggest some critical implications for Korea military. The China’s warfighting concept pertaining to system confrontations and the USA’s warfighting concept to systems warfare analyze a military entity as system of systems and they try to protect their systems and destroy opposing systems. The former is based on the NCW concept to actualize its concept for victory, the system destruction warfare. The latter is based on the decision-centric warfare theory and created the mosaic warfare theory to actualize it. Also, this essay asserts that all of them pursue the algorithmic warfare using AI. It strongly insists that the algorithmic warfare is inevitable in the near future. Because big data means larger and more complex data sets and data sets are very important to AI/ML(machine learning), it enunciates that the Korea military must prioritize making data sets in each field and sector in order to develop relevant AI. Also, it suggests that Korea military needs to shift a threat analysis from the order of battle one to system of systems one and have very transformable organizations. In this perspective, if the Korea military uses AI capabilities properly, it can decide more fast than the opposing systems and transform military organizations into very improvisatory and adaptable forms based on situational changes. However, in the AI algorithmic warfare, it argues that the nature of war as political means will be relevant, the human will to fight be critical, and the fog and frictions in war exist. It concludes that disregarding the nature of war, any military organizations face a danger.

본 논문의 목적은 최근 중국과 미국이 연구하고 있는 체계대항과 시스템전을 설명하고 비교하면서 우리 군이 우선 얻을 수 있는 시사점을 제시한다. 중국의 체계대항과 미국의 시스템전 개념은 군사력을 시스템 복합시스템으로 분석하면서 자신의 시스템을 보호하고 상대의 시스템을 파괴하기 위한 것으로, 이 두 전쟁수행개념은 모두 AI를 이용한 알고리즘전 수행을 추구한다고 주장한다. 미래에 알고리즘전은 필연적이라고 본다. 따라서 AI 기계학습을 위해 데이터는 결정적으로 중요하며, 빅데이터는 막대한 양의 데이터 세트들의 집합이므로 한국군은 AI 개발을 위해 우선 분야별 데이터 세트 구축을 반드시 선행해야 한다고 강조한다. 아울러 시스템 복합시스템을 기초로 적 위협 분석을 하고 AI를 활용하여 상황변화와 적 위협에 대항하여 더 빠르게 대응하며 적응적이고 융통성 있게 변형할 수 있는 조직을 만들어야 한다고 본다. 하지만 미래에 AI 알고리즘전을 수행하더라도 인간의 전투의지, 수단으로서의 전쟁, 그리고 안개, 마찰과 같은 요소를 무시하면 위험하다고 결론 내린다.
