근대 대전략 사상의 발전과 한국 전략연구에 대한 시사점 = The Evolution of Modern Grand Strategic Thoughts and its Implications for Grand Strategic Studies in Korea

With the growth of South Korea’s military, economic, and diplomatic power, it has become increasingly necessary to discuss South Korea’s grand strategy as it integrates and employs national instruments to ensure the country’s long-term peace and prosperity. In the strategic studies literature, authors have arrived at different definitions of grand strategy in terms of its purpose, meaning, and status vis-à-vis other national policies. There need not be a sole authoritative definition of grand strategy among researchers; however, when discussing grand strategy, it is important to use a single definition consistently in the context in which the concept was developed. If a definition is unclear, then its logic can also become unclear. Against this backdrop, this paper discusses the historical background and the genealogy of the concept of grand strategy. This paper first examines how the concept of strategy emerged in the wake of the Napoleonic Wars, how the development of maritime strategy drove its expansion, and later how the idea of grand strategy evolved after World War I. Then, this paper investigates how discussion of grand strategy declined during the early Cold War, but the need for a long-term and consistent strategy after the Vietnam War once more brought it to the fore of national security discourse. In the post-Cold War era, many scholars have studied grand strategy and further diversified applications and understandings of the concept. This paper concludes that grand strategy is a useful conceptual instrument for planning long-term and stable peace for South Korea in an uncertain security environment in Northeast Asia, and that it is necessary to study grand strategy through various approaches and methodologies.

국문 초록 (Abstract)

오늘날 한국은 매우 복잡한 안보환경을 마주하고 있다. 미국과 중국 간 경쟁이 점점 치열해지고 있고, 북한이 지속적으로 핵 개발을 시도하고 있으며, 일본도 군사력을 강화하는 등 안보환경의 불확실성이 증대하고 있다. 따라서 국가의 장기적인 평화와 번영을 보장하기 위해 대전략 논의가 필요한 시점이다. 그러나 전략연구자들이 제시하는 대전략에 관한 정의는 목적, 의미, 위상 측면에서 서로 다르다. 물론, 모든 연구자가 대전략에 관해 반드시 통일된 정의를 사용해야 하는 것은 아니다. 다만 대전략의 개념을 논의할 때 특정 개념이 발전된 맥락에서 일관된 정의를 사용하는 것은 매우 중요하다. 정의가 불분명하면 논리도 불분명해질 수 있기 때문이다. 이러한 배경에서 이 논문은 근대 대전략 개념의 발전과정을 논의하였다. 먼저 이 논문은 나폴레옹 전쟁을 계기로 전략의 개념이 어떻게 등장했는지를 논의하고, 이후 해양전략의 발전과 더불어 전략개념이 확장된 계기를 살펴본다. 또한, 제1차 세계대전 이후 대전략 개념이 태동하게 된 과정을 논의하였다. 이어서, 이 논문은 냉전시기 핵무기의 등장으로 인해 대전략에 관한 논의가 침체한 과정과 베트남 전쟁 이후 장기적이고 일관된 전략의 필요성이 제기되면서 국가안보 담론의 전면에 떠오르게 된 과정을 연구하였다. 이후 탈냉전 시기, 많은 전략연구가가 대전략의 개념을 실제 정책분야에 다양하게 적용하기 시작하였다. 위의 연구 결과를 바탕으로 이 논문은 대전략이 불확실한 동북아 안보환경에서 한국의 장기적이고 안정적인 평화를 기획하는데 유용한 개념적 도구이며, 다양한 접근법을 통한 대전략 연구가 필요하다는 결론을 제시한다.
