보육재정 지원방식으로서의 보육바우처의 재조명 = 아동권리 관점을 중심으로

국문 초록 (Abstract)

보육바우처는 부모의 선택권 강화, 시설 간의 경쟁을 통한 서비스 질 향상, 정부지원의 국민체감도 제고 등을 목적으로 하여, 현 정부의 수요자중심 보육의 핵심 정책수단으로 등장하였다. 그러나 이에 대해 우려와 비판가 크며, 공보육 실현에 집중해야 한다고 주장한다.
본 연구는 이러한 논의에서 보육바우처의 중요한 본질적 특성, 즉 보육재정 지원방식으로서의 특성이 간과되고 있다고 보고, 보육바우처의 아동별지원방식으로서의 특성을 검토하고자 하였으며, 이를 아동권리의 관점에서 평가하고자 하였다.
본 연구는 아동별지원방식으로서의 보육바우처가 보육료부담경감과 수요자간의 형평성제고 등을 중시하기 때문에, 아동수요자보다는 부모수요자의 욕구를 더 반영하고 있다고 평가 한다. 그리고 아동권리의 관점에서, 아동을 위한 보육 질의 제고를 위해서는 시설별지원의 병행이 필요함을 강조하였다. 또한 아동별지원의 한계에도 불구하고, 보육바우처를 유지하고자 한다면, 보육남용이나 장시간 보육을 방지하고 ‘아동 최선의 이익’을 반영할 수 있도록 보육바우처의 운영을 설계할 것을 제안하였다.

다국어 초록 (Multilingual Abstract)

The child care voucher has emerged as a main policy by Korean government to realize the consumer-centered child care. The child care voucher purported to aim at strengthening rights of parents to selection of child care facilities, improving care-service quality through competition among the facilities, parents vividly experiencing the subsidy for the child care and etc. But criticism and worries have been raised, which have suggested that the preferential task of the government instead should be to establish state-controlled child care system.
This study analysed the main feature of child care voucher as a mean for child-centered subsidy and estimates it in the perspective of children's right. And this study criticized that the child care voucher as a child-centered subsidy mostly reflected consumer's needs on the parents side, and suggested that, even though child care voucher was preferred, financial subsidies to child care facilities should be maintained so as to improve care-service quality. In addition, if child care voucher is to be preferred, its administration should be designed to prevent parents using care-service excessively, which is able to reflect 'the best interest of children'. The policy of providing for differential amounts of voucher should be necessarily detailed so as to order preferences of users and set limit to care hours.
