사민주의 노동체제는 와해되는가북유럽 노동시장 제도의 변화

국문 초록 (Abstract)

사민주의 국가 노동시장 제도는 와해되고 있는가? 본 논문은 북유럽 국가들의 중앙교섭, 연대임금 정책, 적극적 노동시장 정책의 추이를 살펴보았으며, 이를 토대로 사민주의 노동시장 제도가 와해된 것이 아니며, 나라에 따라서는 기존 제도가 유지되고 있다고 주장한다. 스웨덴에서는 기존 모델이 크게 약화된 반면, 다른 나라들에서는 약화의 정도가 작거나 기존 모델이 지속되고 있다. 이런 차이의 요인으로 본 논문은 행위자 요인에 주목했다. 다시 말해 사민주의 노동시장 모델이 내적 모순 때문에 오래 지속될 수 없다거나, 외부 환경변화에 따라 필연적으로 해체될 수밖에 없다는 논지는 타당하지 않으며, 행위자들의 선택에 따라서는 유지되고 있다는 것이다. 특히 본 논문은 행위자들의 선택에 따라 사민주의 노동시장 제도의 유연성에 차이가 있었으며, 이 유연성이 내부 갈등이나 환경 변화에 잘 대응하게 한 요인이 되었다고 보았다.
