휴먼 네트워크 멘토링 사업의 사회･경제적 가치에 대한 연구 = The Study about Public Value of Human Network Mentoring Project

Because the government’s budget is limited, it is necessary to ensure the validity of the investment for the human network mentoring project and to identify appropriate scale by estimating the public value of it. This study has employed the contingent valuation method to estimate the public value of the human network mentoring project. According to the estimation results, annual willingness to pay per household was estimated at 3,663.5 won. In addition, among nine detailed purposes, weights of the establishment of cooperation and support system was the highest and its willingness to pay per household was 1,312.7 won annually.

국문 초록 (Abstract)

보건복지부에서는 경험과 지식이 풍부한 사람의 지도와 조언으로 피상담자의 실력과 잠재력을 개발하는 멘토링 서비스를 소외계층의 아동 및 청소년, 다문화가정자녀, 북한이탈 주민, 난치성 질환자, 장애인 등에게 보다 효과적으로 제공하기 위하여 휴먼네트워크 사업을 진행 중이다. 그러나 멘토교육, 홍보, 협력기관 구축, 교육프로그램 개발 등 휴먼네트워크 사업과 관련하여 투자되는 정부의 연간 예산은 단지 10억 원 내외의 규모에 불과하다. 따라서 휴먼네트워크 사업과 같은 멘토링 사업의 적극적인 육성을 위해서는 정부의 보다 많은 투자가 필수적이다. 한편 한정된 국가의 예산을 활용하여 휴먼네트워크 사업에 대한 투자의 타당성을 확보하고 적절한 규모를 파악하기 위해서는 휴먼네트워크 사업의 사회･경제적 가치를 우선적으로 파악할 필요가 있다. 이에 본 연구는 비시장재화의 가치측정에 널리 활용되는 조건부 가치측정법을 활용하여 휴먼네트워크 사업의 사회･경제적 가치를 추정하였다. 분석결과 휴먼네트워크 사업을 위한 일반 국민들의 가구당 월간 WTP은 3,663.5원으로 추정되었으며 3개의 목표 중 협력･지원체계 구축의 가중치가 가장 높으며 이에 대한 지불의사액은 연간 가구당 1,312.7원으로 계산되었다. 이러한 분석결과는 향후 휴먼네트워크 사업과 관련된 정부정책수립에 정량적 정보로 활용될 수 있다.
