    Ⅰ. Introduction
    1. Necessity and purpose of the research
❏ The “Joint Directive on the Integrated Management of National Land and Environmental Conservation Plans” was enacted in 2018 to enhance the sustainability of the national territory and create balance between land development and environmental conservation. This directive provides a legal basis for national and local governments to consider both land and environmental plans when formulating their respective plans.
According to the joint directive, authorities responsible for formulating national and local land and environmental plans are required to consider the following aspects of integrated management:
    - Considerations for the integrated management of national land and environmental plans:
    ∙ Alignment of planning periods
∙ Formation and operation of planning consultation committees
∙ Ten key considerations for integrated management

❏ While the implementation of the integrated management system has begun in earnest and the foundation for implementation has been partially established, it is necessary to review the status of integrated management in local government urban and environmental plans to ensure that the considerations for integrated management are being taken into account. There is also a need to develop measures for improvement.
Previous studies have indicated that the alignment of planning periods and the procedures, content, and results demonstrating mutual adjustment and supplementation of environmental and urban plans have not been presented. Therefore, it is urgent to review and investigate these plans across local governments nationwide.

❏ Hence, this study aims to select local governments nationwide, diagnose the implementation status of integrated management of their national land and environmental plans, and based on this diagnosis, develop measures to improve integrated management policies for national land and environmental plans.

    2. Research content and implementation system
❏ To diagnose the current status of integrated management of national land and environmental plans and to develop improvement measures, this study first conducted a literature review of domestic and international laws, systems, and previous studies on the integrated management of national land and environmental plans through literature review.

❏ Based on integrated management considerations, an indicator system was developed. The urban and environmental plans of 35 local governments were reviewed to assess the implementation of these considerations, and surveys were conducted with the officials responsible for plan formulation.
In the plan review, the items identifiable from the indicator system were checked and scored.
The survey investigated aspects that could not be identified through the plan review:
    - If considerations for integrated management were incorporated, the content of their inclusion was documented.
    - If considerations for integrated management were not incorporated, the reasons were documented.

❏ To comprehensively analyze the current status, four exemplary local governments were selected from the 35 investigated, and semi-structured in-depth interviews were conducted with the officials responsible for plan formulation.
These interviews identified the constraints, facilitating factors, and potential improvements for implementing integrated management of national land and environmental plans.

❏ The study synthesized reviews of domestic and international laws, systems, and previous studies on integrated management, along with reviews and surveys of local government plans, and interviews with officials involved in local government plan formulation to diagnose the entire process of integrated management policy for urban and environmental plans in local governments. The findings were categorized into seven sections.

❏ Based on this diagnosis, a forum of experts was held, and their opinions were gathered and analyzed to develop improvement measures for the integrated management of national land and environmental plans across the seven sections.

Ⅱ.Investigation and Analysis of Domestic and International Integrated Management Systems for National Land and Environmental Plans
❏ Following the introduction of the sustainable development concept in the 1992 Rio Declaration on Environment and Development, discussions on the integrated management of national land and environmental plans began in South Korea in the late 1990s. Subsequently, amendments were made to the “National Land Planning and Utilization Act” and the “Framework Act on Environmental Policy” to facilitate the interlinkage and integrated management of these plans.

❏ Currently, the laws and guidelines that national and local governments must consider when formulating national land and environmental plans are as follows:
Common for national and local governments:
    - Joint Directive on Integrated Management of National Land and Environmental Plans
Local government environmental plans:
    - Guidelines for Formulating Provincial Environmental Plans
    - Guidelines for Formulating Municipal and District Environmental Plans
Local government urban basic and management plans:
    - Guidelines for Formulating Urban and County Basic Plans
    - Guidelines for Formulating Urban and County Management Plans

❏ Prior domestic studies on the integrated management of national land and environmental plans have primarily focused on several key areas: identifying aspects of integrated management at the national level, deriving detailed tasks for integrated management from a national policy perspective, preparing a basic spatial-environmental framework for integrated management, establishing a foundation for implementing integrated management within local governments, and developing measures to strengthen the implementation.

❏ To analyze international integrated management systems for national land and environmental plans, cases from the Netherlands, Germany, the United Kingdom, the United States, and Japan were investigated.
The investigation into the policy directions of these countries suggests that the cases offer insights that can be reviewed for potential application to mid- and long-term integrated management policies. The cases from the United States and Japan show similarities to current South Korean practices, such as environmental impact assessments and environmental pilot projects.

Ⅲ. Status of Integrated Management Implementation of Urban and Environmental Plans by Local Governments
    1. Analysis of the implementation status of integrated management in local government urban and environmental plans
❏ To analyze the implementation status of integrated management in local government urban and environmental plans, an investigation indicator system was established based on the ten key integrated management considerations. The urban and environmental plans of 35 local governments were reviewed, and surveys were conducted.
The indicator system for investigating the 35 local governments was developed based on the integrated management considerations outlined in the joint directive. The key aspects of this system are as follows:
    - Different planning indicators were utilized depending on whether the information could be confirmed through plan reviews or surveys.
    - For example, regarding the joint directive item on creating a low-carbon national land in response to climate change, the following details were investigated through plan reviews and surveys:
∙ Plan review:Assessed whether the urban plan included this content.Evaluated whether the environmental plan spatially incorporated this content and assigned scores accordingly.
∙ Survey:If the urban plan included this content, the details were documented; if not, the reasons were investigated. If the environmental plan spatially incorporated this content, the details were documented; if not, the reasons were investigated.

❏ The results of the investigation on the implementation status of integrated management by local governments are presented in the following areas:
Alignment of planning periods:
    - Although most officials were aware of the planning period alignment provisions in the joint directive, 90% of the 35 plans had different planning periods, and 80% had different target periods.
    - The primary reason given for the misalignment was that the plans were formulated before the implementation of the joint directive.
    - Other reasons included difficulties in adjusting due to departmental work and planning procedures, the non-mandatory nature of discussions on alignment, and the inability to achieve alignment despite discussions.
Planning Consultation Committees:
    - Approximately 90% of the 35 plans did not mention the formation of planning consultation committees or the details of their discussions.
    - The primary reason for not forming a committee was that the plans were formulated before the implementation of the joint directive.
    - Other reasons included the absence of local ordinances and insufficient legal compulsion.
    - Some local governments indicated that discussions were held in other committees or related planning committees instead of a planning consultation committee.
    - There were suggestions to integrate various related committees into a single body.
    - In some local governments where a planning consultation committee was established, active discussions on ensuring consistency between plans and the alignment of spatial plans were reported.
Information provision to relevant planning departments:
    - A high proportion of respondents were unaware of whether information was provided due to changes in officials.
    - Excluding those who answered “Do not know,” most urban planning departments had not provided information to the environmental planning departments.
-The main reason was that information could be provided upon consultation or request, but such consultations or requests were not made.
    - While the environmental planning departments reported a slightly higher rate of information provision, a significant proportion still indicated that information was not shared.
Use of consistent data regarding population and industrial/economic structure changes:
-The review of 35 plans revealed that data on population and industrial/ economic structure changes were often inconsistent, difficult to verify, or differed due to misaligned planning periods.
    - Survey results indicated that both urban and environmental planning departments claimed to use information from other plans, suggesting potential for future resolution. However, a deeper investigation is needed to determine the extent of data and spatial information sharing.
Integrated management in urban spatial structure and development- conservation space plans:
    - Urban plans typically distinguished between areas requiring ecological management/conservation and development areas.
    - Environmental plans also spatially represented areas requiring ecological management/conservation.
-However, approximately 50% of urban plans overlapped ecological corridors with urban development axes, indicating a need for better coordination in integrated management.
Establishment of plans for each integrated management sector:
    - Over 60% of urban plans included detailed plans for each sector.
-Surveys indicated that most local governments actively considered environmental factors in sectoral plans. Those that found it difficult to do so cited a lack of discussions with environmental planning departments.
    - In environmental plans, 50-70% of local governments had sectoral plans but these were not spatially reflected.
    - The difficulty in spatial representation was attributed to a lack of discussions with urban planning departments and insufficient human and material resources for spatial planning.
-Some local governments also reported a lack of environmental information for low-carbon national land plans and resource circulation sectors.

2.Analysis of obstacles and drivers for the implementation of integrated management of urban and environmental plans by local governments
❏ To analyze the implementation status of integrated management in local government urban and environmental plans, semi-structured in-depth interviews were conducted with officials responsible for the formulation of environmental and urban plans in four exemplary local governments selected from the 35 investigated.
The interview guide for officials included an introduction to the research, understanding of integrated management, alignment of planning periods and related constraints and efforts, formation of planning consultation committees and details of their discussions, information sharing between plans and related constraints/drivers, and difficulties and policy suggestions for implementing integrated management.

❏ The results from the interviews regarding awareness of the joint directive, alignment of planning periods, information sharing, and the formation and operation of planning consultation committees are summarized as follows:
Awareness of the joint directive:
    - Both urban and environmental planning officials were aware of the joint directive.
    - Some became aware of the joint directive during the planning process, while others confused it with discussions on the alignment of urban basic plans and national land plan evaluations.
Alignment of planning periods:
    - All officials recognized the importance of aligning planning periods and made efforts to match target years. However, actual planning periods often did not align due to administrative procedures and internal circumstances, such as the timing of plan issuance.
    - Efforts to align planning periods included initiatives such as starting integrated management studies at the beginning of other plan formulation processes to share data and conduct continuous consultations, as observed in one local government.
    - Another local government attempted to expedite the issuance of other plans through discussions with the relevant departments.
Information sharing:
    - In some cases, spatial information was managed, shared, and utilized on a single platform. However, in most instances, information from environmental planning departments was provided to urban planning departments in report form, including data on greenhouse gas emissions, air quality, and noise.
Formation and operation of Planning Consultation Committees:
    - There was a lack of awareness and proactive action regarding the formation of planning consultation committees, primarily due to a lack of interest and passive responses from relevant officials and local government leaders, as well as non-cooperation from other planning departments.
    - Some local governments ensured alignment through other forms of consultation, such as forums and meetings, to ensure consistency.

❏The analysis of constraints and potential improvement measures from interviews with local government officials revealed that most constraints and suggestions for improvement are related to the following aspects of the current state and directions for improvement in integrated management:
Related current states:
    - Misalignment of planning periods
    - Low awareness among policy stakeholders
    - Ineffectiveness of Planning Consultation Committees
    - Disparities in plan hierarchies
    - Unclear integrated management considerations
Related directions for improvement
    - Aligning planning periods
    - Raising awareness among policy stakeholders
    - Improving the operation of Planning Consultation Committees
    - Clarifying integrated management considerations
    - Strengthening the status of environmental plans
    - Building a management system for local government environmental plans
3.Comprehensive diagnosis of integrated management status of local government urban-environmental plans
❏ Through the integrated management status diagnosis performed in this study, problems in seven areas throughout the entire process of establishing the two plans were identified and summarized. These findings are directly linked to the improvement measures for the integrated management of national and environmental plans, which will be presented in the next chapter.
Pre-planning stage: (1) Discrepancy in the timing of plan establishment; (2) Low awareness among policy stakeholders
Formation and operation stage of the local government planning council: (3) Effectiveness of the planning council’s operation; (4) Somewhat unclear integrated management items (implementation checklist)
Entire process of establishing and implementing both plans: (5) Differences in hierarchy, planning procedures and periods, and budget between the two plans
Evaluation and guidelines for enhancing eco-friendliness in urban planning: (6) Insufficient linkage and reflection of urban planning guidelines and national planning evaluations with environmental planning
Plan implementation process: (7) Insufficient reflection of discussions on the implementation and integrated management of the plans
Ⅳ. Improvement Measures for Integrated Management of National and Environmental Plans
❏ The improvement measures for the integrated management of national and environmental plans are based on the seven areas identified in the status diagnosis.
The improvement measures for each area are as follows:
    - Alignment of planning timelines
-Enhancement of policy stakeholders’ awareness of integrated management
    - Improvement of the operation of the local government planning council
    - Establishment of clear regulations for integrated management items
    - Clarification of the substantive status of environmental planning
    - Designation plan for urban environmental project districts
-Establishment of a management system for local government environmental plans

❏ Comprehensive Improvement Measures for Integrated Management of National and Environmental Plans
The improvement measures for the integrated management of national and environmental plans, derived from the diagnosis of the current status and categorized by policy process and stakeholders, are summarized as follows:
-Alignment of planning timelines: Develop specific measures for aligning the planning timelines.
-Enhancement of Policy Stakeholders’ Awareness of Integrated Management: Establish and operate a National-Environmental Plan Integrated Management Center and provide support through public project competitions.
    - Improvement of the operation of the Local Government Planning Council: operate the council at different stages of plan establishment; set guidelines for managing areas of conflict between development and conservation and conduct consultations; and strengthen the duties and roles of local government leaders.
    - Establishment of clear regulations for integrated management items: Define requirements for the establishment and consultation of plans and establish approval criteria for environmental plans.
    - Clarification of the substantive status of environmental planning: Strengthen the implementation power of environmental plans by considering three alternatives: (1) developing comprehensive environmental governance plans; (2) providing a baseline for eco-friendly development practices; and (3) establishing and supporting implementation plans.
    - Designation plan for urban environmental project districts: Designate urban environmental project districts and identify pilot projects for integrated management.
-Establishment of a management system for local government environmental plans: Develop a management system for local government environmental plans and address environmental conservation issues through spatial environmental reports.

    Ⅴ. Conclusion
❏ This study, following the implementation of the joint directive for the integrated management of national and environmental plans in December 2018, conducted a comprehensive status survey and in-depth analysis of both urban and environmental planning aspects of local governments. The study aimed to assess the current status of the integrated management system and propose future improvement measures.
A status survey was conducted by reviewing the urban and environmental plans of 35 target local governments, along with a questionnaire survey of the officials responsible for plan establishment.
The study also included interviews with officials from exemplary local governments, expert forums, and policy and plan reviews to diagnose the current situation and derive improvement measures.

❏The results of the status diagnosis indicated that awareness of the integrated management directives, guidelines, and operation manuals among officials is still insufficient. Even among those who are aware, significant issues and constraints were identified in the seven key areas highlighted by this study, necessitating effective policy improvements.
In the short term, it is urgent to revise the current integrated management directives, guidelines, and operation manuals, along with the Ministry of Environment’s institutional improvements and business support.
Additionally, rather than relying on individual integrated management consulting, establishing a National-Environmental Plan Integrated Management Center is necessary to build comprehensive data and support the efficient implementation of integrated management through the development of a management system for local government environmental plans.
Moreover, consultations with the Ministry of Land, Infrastructure, and Transport, as well as urban planning departments, are necessary to establish a comprehensive integrated management system that extends beyond the joint directives.
Continuous mid- to long-term policy improvement measures are required to enhance the substantive status of environmental planning.

    Ⅰ. 서론
