학교운영위원회의 법제화의 성과와 전망 = Some Effects and Prospect of School Council Enactment

A School Council was introduced to Korean schools with expectation of building an autonomy-based school community. A School council, following local education government law and after going through experimental implementation, is widely adopted at public and private elementary and secondary schools. A school council is evaluated to have some effects as follows : Firstly, a School council is considered to function as a mechanism which offers parents and teachers more chances to participate in decision-making process. That is to say, a school council, by opening the opportunities of participation to the comprising members of schools such as parents, teachers, and community leaders, contributes to restructuring principal-centered school management system. Secondly, a school council brings political effects of democratizing school`s decision-making process. Thanks to school council, school management related information was opened to the public. Furthermore, a school council contributes to strengthening accountabilities of comprising school members through sharing responsibilities of school decisions. Thirdly, a school council help to enhance school achievement by fostering school members` devotions in a way of embodying needs and interests of a school community. Finally, through participating and working together in a school council, principals, teachers, and parents could learn to respect and collaborate with each other, which is transforming experiences for them, sufficiently to reconstruct roles and ways of working in schools.
