축산업 보상평가의 문제점과 개선방안 = Issues and Improvements on the Compensation Appraisal of Livestock Industry

The compensation of livestock industry has been a lack of interest because of lower proportion of compensation and fewer compensation objects than corporeal properties such as land and buildings. As a result, studies on relevant subjects were not satisfactory. Articles on the compensation of livestock industry mentioned in ‘The Public Works Act’ are irrational and incomplete. Accordingly, both the main contractors and the compensation requirements had to face with many difficulties and they showed dissatisfaction about the articles. Therefore, it is urgent to draw realistic and rational system on the compensation of livestock industry through concrete studies. The purpose of this study is to find out the problems of the compensation of livestock industry and to present the improvements. The result of this study could be utilized as a basic material on the improvement of the system for smooth performance of the public works. The results of the study are as follows : First, applying the business compensation on the compensation of livestock industry is unreasonable. Next, the range of livestock compensation is vague. Third, it is unfavorable compared to business compensation. Fourth, the requirements of closure compensation is abstract. Fifth, compensation appraisal`s criteria is inadequate or unreasonable. Improvements are as follows : First, there is need for separation between the business compensation and the compensation of livestock industry. Second, the scope of livestock industry calls for its expansion. Third, the unification of compensation on special articles is necessary. Fourth, the requirements of closure compensation should be simplified. Last of all, the period of closure compensation has a need for curtailment.
