AOpen Education'(Individualized Active Learning Approach) has rapidly expanded in primary schools in Korea, while only handful of secondary schools have adopted Open Education This paper examines reasons why the expansion of Open Education in secondary schools is much more difficult than in the primary schools.
The most important reason is that secondary teachers tend to feel that Open Education is not applicable in the secondary schools, based on misulderstandings. This paper discusses why their concepts are not correct.
There are also several obstacles which need to be overcome for Open Education to be successfully expanded in secondary schools. This paper shows four major problems and discusses how to solve the problems.
This paper concludes with the argument that we have to hurry to expand Open Education, as a preparation for the successful adoption of the new national curriculum, which is characterized by individualized and student-centered approach. The new national curriculum is scheduled to have effects in year 2001 for middle schools and year 2002 fer high schools.
