전자정부에서의 국민참여를 통한 전자민주주의 구현

국문 초록 (Abstract)

정보통신기술의 발달에 따라 정부의 정책과 정치이념을 구현함에 있어서도 변화를 가져왔다. 특히 정보화로 인한 전자정부 및 전자민주주의는 정보통신네트워크를 이용하여 대국민서비스의 변화와 국민의 정치참여기회를 부여하고자 정보인프라와 쌍방향 네트워크를 구성하고 있다. 즉 참여정부에서의 전자정부구현과제는 국민의 참여를 확대하여 유도하는 것이 근본적인 과제로 제기되고 있는 것이다.
현재 전자정부 로드맵 31대과제를 구성하고 있는 온라인 국민참여 확대는 오프라인뿐만 아니라 온라인에서의 쌍방향 서비스네트워크를 이용하여 국민으로부터 실시간 정책결정 및 의견수렴이 이루어지도록 하고 있다, 현재 미국, 영국, 홍콩 등에서 전자정보제공, 전자협의, 전자투표를 이용한 전자민주주의가 실현되고 있으며, 그 이용률이 23%에서 60%로 증가하고 있다. 특히 2004년부터 전자정부참여광장을 통해 정보화선진국으로서의 정책참여가 이루어지고 있다.
이에 대해 해외 공공기관, 국내 공공기관, 국내 민간기관을 중심으로 국민참여방안들을 비교하고, 이를 활성화시킬 수 있는 방안을 모색하였다. 즉, 전자정부참여광장을 활 화하기 위해서는 시스템의 안정화와 프로그램의 다양한 컨텐츠 확보, 접근용이한 서비스구성, CIO 및 리더의 마인드 고취, 전문가를 중심으로 한 사이버학회, 사이버포럼 등 구성, 지속적인 자료업데이트 등이 중요하다. 이상과 같이 참여정부는 전자정부의 전자민주주의를 실현하기 위해 다양한 방법들을 도입하고 있다. 그러나 국민의 참여를 유도하기 위해서는 국민의 입장에서 제고된 정책이 집행되어야 효율적인 성과를 얻을 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

According to progress the information communication technology the policy and idea of government has been changed. The e-Democracy of e-Government is consisted by information infrastructure and interactive network. The issue of e-Government in the participation government is suggested as the basic issue to activate the participation of e-Government.
The one of 31 loadmap issues for e-Government is to activate on-line national participation for policy decision and proposal using the interactive service network by on-line as well as off-line. In theses days e-Democracy is realized using e-Information, e-Consultation and e-Decision making in the USA, U.K., Hong Kong, and so on, then the usability rate is growing from 23% to 60%, especially the policy participation has realized by the forum site of e-Government from 2004.
The study compare and activate the national participation within overseas, public sector and private sector in Korea. That is, to activate the forum of e-Government is necessary to the stabilization of system, various program contents, service to use easily, CIO and leader' mind, the cyber society, the cyber forum, data update etc. As like this, participation government introduce to realize e-Democracy of e-Government. To activate the participation of e-Government should focus on the people's condition and then it get the effective result to policy performance.
