Is the EU Relevant for Europeanization? Some Findings in non-EU-Member States

The Europeanization phenomena occurs also in the countries of the Eastern Partnership, which have no prospect of joining the European Union. The EU actively promotes the transformation of post-Soviet states towards more democracy, political and economic stability and more participation of civil society. This article argues that Europeanization will only succeed if the national actors support this process independently of the concrete incentives of the EU and if they support each other in the transformation process. Since the political, social and cultural situation in the three countries of the Southern Caucasus is very different, Europeanization leads in the long term to a deeper heterogeneity in the region.
