민주노조운동의 위기구조와 대응전략 연구 = A Study on the Structural Crisis of Democratic Labour Movement

The democratic labour movement in Korea has fallen into a drastic structural crisis since 1998. Crisis symptoms were revealed in every corner of labour movement, especially in its organization, struggle and strategy. The crisis should be explained by structural factors rather than strategic factors. Among them structural transformations of Korean economy and labour regime were the most important two. And the strategic response of the labour movement was also limited in its strategic lines and concrete praxis. The democratic labour movement was confused by the competition of two rival lines, the social unionism and the militant unionism. But both of the two were not adequate strategy to escape the crisis. And although the KCTU had succeeded in transforming some affiliated unions into industrial unions, it could not reverse the crisis.

국문 초록 (Abstract)

한국의 민주노조운동은 지금 심각한 구조적 위기에 처해 있다. 위기 현상은 조직, 투쟁, 이념 등 노동운동의 모든 측면에서 나타났다. 현재의 노동운동 위기 현상은 주체들의 전략적 실패보다는 일차적으로 구조적 측면에서 설명될 필요가 있다. 위기를 불러온 두 개의 구조변동은 경제구조의 변동과 노동체제의 구조 전환이었다. 다음으로 구조 변화에 대응한 운동 주체들의 전략적 대응도 여러 가지 한계를 갖고 있었다. 민주노조운동은 사회적 조합주의와 전투적 경제주의의 두 가지 경합하는 운동노선 사이에서 혼란에 빠졌다. 그러나 두 가지 운동노선 모두 구조 변동에 적합한 운동 전략이 아니었다. 그리고 1998년 이후 민주노조운동의 두 가지 실천사업의 결과도 그다지 성공적이지 못했다. 산별노조의 건설은 조직 전환이후 정체되고 있으며 정치세력화는 노동정당의 분열로 귀결되었다. 노동운동의 위기에 대응하는 전략에서 가장 중요한 것은 장기적 전략적 대응이 필요하다는 점이다. 그리고 노동조합운동과 노동정치운동의 유기적 결합이 매우 중요하다.
